Article on the High Commissioner on National Minorities approach to integration of diverse societies
This article examines the approach adopted in The Ljubljana Guidelines with respect to ways of supporting processes towards the integration of society. The protection of human rights, including minority rights, is inextricably linked with the preservation of peace and stability within and between States. The experience of the High Commissioner on National Minorities (HCNM) shows that to build sustainable and lasting peace entails not only recognizing and accommodating minority culture, identity and political interests, and promoting the participation of all. It should also involve adopting measures and implementing policies aimed at promoting the integration and cohesion of diverse, multi-ethnic societies. Given the increasing ethno cultural diversity within the OSCE participating States and a heightened interest in models and approaches to integration, the HCNM synthesized the experience of the office in the form of The Ljubljana Guidelines on Integration of Diverse Societies.
