OSCE trains Kyrgyzstan officials in hostage negotiation

A two-week training course on hostage negotiation for the personnel of Kyrgyzstan’s relevant state agencies ended on 21 December 2012 in Bishkek. The course was organized by the OSCE Centre in Bishkek in co-operation with the Antiterrorism Centre of the State Committee on National Security.

Specialists from the Special Operations Department of the Turkish National Police trained 29 officials in applying the proper skills, insight, attitudes and behaviour during negotiations with hostage-takers. The training participants also learned how to use proper response tactics in hostage-related incidents and how to bring incidents to a close.

The course was organized as a part of the OSCE Centre’s efforts to enhance the capacity of Kyrgyzstan’s Antiterrorism Centre.
