OSCE-supported anti-terrorism training courses boost Kyrgyzstan’s security
The OSCE Centre in Bishkek and the Anti-terrorism Centre of the State Committee on National Security of the Kyrgyz Republic (SCNS KR) conducted a five-day counter-terrorism training course from 6 to 10 April 2015 focusing on the radicalization process that leads to terrorism and effective preventive measures. The course was held at the SCNS KR Bakaev Institute in Bishkek.
Some 20 law enforcement specialists from Kyrgyz Ministry of Interior, Anti-terrorism Centre of the State Committee on National Security, Bakaev Institute, General Staff of the Armed Forces, Kyrgyz State Border Service and State Service on Execution of Punishment, took part in the course. It was conducted by three experts of the Turkish National Police.
This course helped to develop the analytical skills of anti-terrorism personnel in Kyrgyzstan, enhanced the exchange of information and best practices and allowed participants to familiarize themselves with the methods and strategies of the Turkish National Police in dealing with terrorism threats.
“We consider these courses to be a significant activity of the combating terrorism programme and believe that they will serve as a platform for the exchange of experience as well as promoting the further strengthening of co-operation between anti-terrorism structures of the two countries Kyrgyzstan and Turkey,” said Maciej Dachowski, Head of the Politico-military Department of the OSCE Centre in Bishkek.
These training courses are a second-year joint activity being implemented by the OSCE Centre in Bishkek, Turkish National Police and the SCNS KR within the framework of a Letter of Intent and a two-year bilateral Agreement of Co-operation signed by three parties on 29 January 2014. Co-operation between the OSCE Centre in Bishkek and the SCNS Anti-terrorism Centre also covers other OSCE initiatives, such as strengthening the government press service, strengthening the material base of SCNS and providing support to operational anti-terror simulation exercises.
