Disaster management in focus of OSCE training course in Turkmenistan
ASHGABAT, 30 September 2016 – A training course on mechanisms to reduce and prevent the spread of disasters, organized by the OSCE Centre in Ashgabat, concluded today in Ashgabat.
The specialized training course brought together officials from the State Commission for Emergencies of Turkmenistan, Ministries of Defence, Interior, and National Security, state seismological service as well as other ministries and institutions.
During the four-day event, international experts discussed the management of the community safety in the event of a crisis, and the responsibilities of the government in responding to disasters.
Head of the OSCE Centre in Ashgabat Natalya Drozd, referred to the 2014 Basel Ministerial Council Decision on Disaster Risk Reduction, which “encouraged the OSCE participating States to adopt an integrated approach to disaster risk reduction covering prevention, preparedness, response and recovery, and called for synergies between disaster risk reduction measures and climate change adaptation plans.”
“The OSCE fully supports the initiatives of Turkmenistan’s government aimed at concerting global efforts and exchanging experiences in addressing the challenges of disaster risks,” said Drozd. “It is my firm belief that this training course will contribute to strengthening of the participants’ capacity to reduce and prevent impacts of disasters and will provide a platform for discussing the ways of enhancing coordination among different agencies in responding to disaster risks.”
The course also examined hazard management steps that promote effective earthquake disaster response, including the integrated emergency management system at all levels of government and private sector to protect life, property and environment.
The participants discussed the ways of receiving international crisis support and the importance of conducting regular crisis training.
