Border management
Border security and management is essential to the promotion of open and secure borders in a free, democratic and more integrated OSCE area. The OSCE seeks to enhance border security while facilitating legitimate travel and commerce, protecting human rights and promoting human contacts.
With the adoption of the OSCE Border Security and Management Concept (BSMC) at the 2005 Ministerial Council in Ljubljana, the participating Sates agreed on a political framework for their co-operation on border-related issues. The Concept provides objectives and principles for this co-operation and direction for OSCE activities in this area.
Since 2005, the OSCE has been assisting interested participating States in the implementation of the provisions of the BSMC.
In 2009, the OSCE Border Management Staff College was launched in Dushanbe, Tajikistan. The College trains border officers from all OSCE participating States and Partners for Co-operation, including Afghanistan, and promotes cross-border co-operation in the Central Asian region.

OSCE Border Management Staff College off to a successful start
A series of intensive seminars for senior border officials from a total of 14 different OSCE participating States initiated the teaching activities of the OSCE Border Management Staff College, launched in May 2009 in Dushanbe, Tajikistan.
