High-Level Planning Group

Mandate

The OSCE High-Level Planning Group (HLPG) was established on 20 December 1994 with an open-ended mandate issued on 23 March 1995, supplemented by Directives from the Chairman-in-Office (CiO). The HLPG is mandated to make recommendations to the CiO on developing a plan for the establishment, force structure requirements and operation of a multinational OSCE peacekeeping force for the area of the conflict dealt with by the OSCE Minsk Conference (Nagorno-Karabakh). The Head of the HLPG is appointed by the CiO.

Location

The HLPG is located in Vienna.

Composition

The HLPG is currently composed of six military staff seconded by OSCE participating States, and one fixed-term contracted staff member. On 1 January 2008, Finnish Navy Captain Erkki Platan was appointed by the OSCE Chairmanship as Head of the HLPG.

Funding

The HLPG's share of the Unified Budget for 2007 is EUR 179,600.
