Der Vertrag begründete ein Regime an unbewaffneten Beobachtungsflügen über die Gebiete der Vertragsstaaten. Es legt unter anderem die Quoten für die Beobachtungsflüge, die Benachrichtigungen über die Einstiegspunkte, die technischen Details und die Inspektion der Sensoren fest.
