Minhenska bezbednosna konferencija: Trojka OEBS poziva na neodložan prekid vatre u istočnoj Ukrajini

MINHEN, Nemačka, 7. februar 2015. - Tokom ministarskog sastanka Trojke OEBS na marginama Minhenske bezbednosne konferencije (MBK), ministri spoljnih poslova Trojke OEBS – Srbije, Švajcarske i Nemačke, razmenili su mišljenja o situaciji u i oko Ukrajine. Generalni sekratar OEBS-a Lamberto Zanijer takođe je prisustvovao sastanku. Izražena je ozbiljna zabrinutost povodom narastajućeg nasilja u istočnoj Ukrajini i najoštrije je osuđena eskalacija vojnih aktivnosti i nediskriminativna upotreba teškog naoružanja u civilnim naseljima.
Ministri su pozvali sve strane u sukobu da neodložno prekinu sva neprijateljstva i vrate se za pregovarački sto. Podvukli su da smatraju neophodnim nastavak konsultacija u okviru Trilateralne kontakt grupe o načinima da se osigura održivo primirje i puna primena Protokola i Memoranduma iz Minska, potpisanih septembra 2014. Naglasili su da su ova dva dokumenta i dalje osnova za mirno rešavanje krize.
Trojka OEBS izrazila je svoju punu podršku radu izvršnih struktura OEBS-a u Ukrajini, pogotovo Specijalne posmatračke misije (SPM) i specijalne predstavnice predsedavajućeg, ambasadorke Hajdi Taljavini. Pozvali su sve strane da u potpunosti poštuju i obezbede sigurnost i bezbednost posmatrača Specijalne posmatračke misije u Ukrajini. Ministri su izrazili svoju podršku produženju mandata SPM i njegovom adekvatnom i održivom finansiranju.
Trojica ministara su izjavila: „Sve strane moraju zauzeti konstruktivan i pragmatičan pristup i pokazati volju da napreduju ka mirnom rešenju konflikta. Trebalo bi da u potpunosti preuzmu odgovornost i bez odlaganja zaustave krug nasilja, koji prouzrokuje civilne žrtve i tešku humanitarnu situaciju." Švajcarski ministar spoljnih poslova Didije Burkhalter, koji je prošle godine predsedavao OEBS-u, i nemački ministar spoljnih poslova Frank-Valter Štajnmajer, koji će preuzeti predsedavanje OEBS-u 2016. godine, izrazili su svoju podršku naporima sadašnjeg predsedavajućeg OEBS-u, ministru spoljnih poslova Srbije Ivici Dačiću.
Ministri su pozvali sve strane da udvostruče napore kako bi se postiglo političko rešenje i sprečilo dalje stradanje nedužnih civila. Takođe, podržali su predlog da se bez odlaganja sklope privremena primirja u delovima istočne Ukrajine, posebno u području Debaljceve, kako bi se stvorili uslovi za evakuaciju civilnog stanovništva.
Govoreći o Helsinki +40 procesu, pokrenutom sa ciljem da se obeleži četrdesetogodišnjica usvajanja Helsinškog završnog akta, ključnog osnivačkog dokumenta Organizacije, članovi OEBS-ove Trojke naglasili su da je, na fonu najgore krize evropske bezbednosti od kraja Hladnog rata, potrebno hitno ponovo uspostaviti duh saradnje, te ojačati sposobnosti OEBS-a i njegov kapacitet za delotvorno bavljenje pretnjama evropskoj bezbednosti.
