Sixth OSCE Summit of Heads of State or Government, Istanbul, 18-19 November 1999. Includes Charter for European Security, Istanbul Summit Declaration, Vienna Document 1999, Final Act of the Conference of the States Parties to the Treaty on Conventional Armed Forces in Europe.

The Agreement opened up the Treaty for accession by States that are not and have not been members of either NATO or the WTO and discarded the division of Europe into two blocs
