Following an invitation from the Ministry of Foreign Affairs of Kazakhstan, ODIHR deployed an Election Observation Mission to observe the 15 January early parliamentary elections.

Following an official invitation from Kazakhstan's Foreign Ministry, ODIHR deployed an election observation mission on 1 March to observe the 3 April early presidential election.

Following an invitation from the Government of Kazakhstan, ODIHR established an election observation mission on 13 July.

In response to an invitation from Kazakhstan's Foreign Ministry, ODIHR deployed an election observation mission for the 4 December presidential election.
Parliamentary Elections, 19 September and 3 October 2004
In response to an invitation from Kazakhstan's Central Election Commission, ODIHR observed the 19 September parliamentary elections. A second round of elections on 3 October was observed on a limited scale.
Parliamentary Elections, 10 and 24 October 1999
Based on an invitation from Kazakhstan's Foreign Ministry, ODIHR deployed an Election Observation Mission on 1 September 1999 to observe the parliamentary elections on 10 and 24 October.
Presidential Election, 10 January 1999
Following an invitation from the Government of Kazakhstan, ODIHR established an election observation mission on 14 December.
