In response to an invitation from Estonia's Foreign Minister, ODIHR deployed an election assessment mission for the parliamentary elections on 4 March.
Following an invitation from the Permanent Mission of the Republic of Estonia to the OSCE to observe the 2 March parliamentary elections, the OSCE/ODIHR undertook a Needs Assessment Mission (NAM) to Estonia between 2-5 February. The NAM concluded that the deployment of an election observation mission cannot be justified.
Following notification from the Ministry of Foreign Affairs of Estonia of the intention to hold parliamentary elections on 7 March, ODIHR established an election observation mission in Tallinn on 2 February to assess the electoral process.
