Spot report by OSCE Observer Mission, 4 Nov 2014: Russian convoy of 10 vehicles crossed into Ukraine and returned back through Donetsk Border Crossing Point

SUMMARY

On 4 November 2014 at 08:25 (Moscow time), a Russian convoy of 10 vehicles arrived at the Donetsk Border Crossing Point (BCP). The vehicles were inspected only by the Russian border guard and customs services. All the vehicles crossed back into the Russian Federation (RF) at 14:20 on the same day. This was the fifth Russian convoy to cross through the Donetsk BCP since the arrival of the Observer Mission (OM) to the Russian BCPs.

DETAIL

On 4 November 2014 at 08:25, the OM observed the arrival of a small Russian convoy at the gate of the Donetsk BCP. The convoy consisted of seven fuel trucks, one cargo truck, one support vehicle and one escort vehicle. The cargo truck bore the inscription “Humanitarian help from the Russian Federation”. All vehicles stopped at the customs control area and the cargo truck was opened. The Ukrainian officers stationed across the fence from the BCP did not take part in the inspection process. However, they took pictures and observed the proceedings.

At 08:50, the convoy left the customs area and headed into Ukraine.

At 13:40, two officials from the Ministry of Emergency Situations arrived at the Donetsk BCP. The observation team was informed that the convoy was expected to return soon.

At 14:02, the convoy arrived and was inspected only by the RF officials. No Ukrainian border or custom officials participated but they again watched the inspection from across the fence.

At 14:20, the convoy crossed back into the RF.
