Implementing international anti-terrorism commitments implies not only criminalizing terrorist acts, but also enhancing the measures to prevent terrorism. This conference organized by the OSCE and UNODC aims to improve co-operation on the control of explosive substances of legal use and precursors, including fertilizers, pyrotechnics and other chemical substances, which can be used by terrorists.
