Compared with the previous reporting period, between the evenings of 17 and 18 May, the Mission recorded fewer ceasefire violations in Donetsk and Luhansk regions. Between the evenings of 18 and 19 May, the SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region, compared with the previous 24 hours. Explosions occur close to the SMM near the Zolote disengagement area. The SMM recorded ceasefire violations inside the Zolote disengagement area. The SMM observed damage caused by small-arms fire in residential houses in Zolote-5/Mykhailivka and fresh craters in Pervomaisk. The Mission observed weapons in violation of withdrawal lines on both sides of the contact line. The SMM facilitated and monitored adherence to the ceasefire to enable repairs to and the operation of critical civilian infrastructure. Restrictions of the SMM’s access continued in all three disengagement areas. The Mission’s freedom of movement was also restricted at checkpoints in non-government-controlled Staromykhailivka, Verkhnoshyrokivske and Donetsk city, as well as at a heavy weapons holding area in a government-controlled area...

The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region compared with the previous 24 hours. It followed up on reports of the deaths of two persons in Donetsk city. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it saw an armoured personnel carrier near the Petrivske disengagement area. The SMM’s access remained restricted in all three areas and elsewhere.* The Mission again facilitated and monitored repairs to a fibre optic cable near Shchastia. In Khartsyzk, it continued to monitor the situation of internally displaced persons. The SMM followed up on reports of flooding in Chihari due to a leaking water pipeline. The Mission visited two border areas not under government control. It monitored the administrative boundary line between Kherson region and Crimea and noted a calm situation.

The SMM recorded more ceasefire violations in both Donetsk and Luhansk regions between the evenings of 14 and 15 July compared with the previous 24 hours. Between the evenings of 15 and 16 July it recorded more ceasefire violations in Donetsk region, but fewer in Luhansk region, compared with the previous 24 hours. The Mission monitored and facilitated the retrieval of civilian remains near Raivka, and followed up on a report of a death in Pokrovske. The SMM observed damage to residences from shelling in Zolote-4 and Donetsk city. The Mission continued monitoring the disengagement areas; its access remained restricted there and elsewhere.* The SMM continued to observe the presence of mine hazard signs and unexploded ordnance on both sides of the contact line. The SMM recorded fewer ceasefire violations and fewer explosions in Donetsk and Luhansk regions compared with the previous 24 hours. The SMM confirmed the death of a man in Zhovte and observed damage caused by shelling in Pikuzy and Sakhanka. The Mission continued monitoring the disengagement areas; it recorded ceasefire violations in Stanytsia Luhanska disengagement area and heard an explosion near Zolote. The SMM monitored the implementation of the “Package of measures for the Implementation of the Minsk agreements”. Its monitoring was restricted by third parties and security considerations.* The SMM confirmed the deaths of three persons by shelling in Horlivka and saw damage consistent with an artillery strike. The SMM noted a decrease in the number of ceasefire violations recorded in Donetsk region compared with the day before but an increase in Luhansk region, where most of the violations were assessed as training related. The SMM confirmed reports of civilian deaths and injuries. It continued to monitor the withdrawal of weapons. The SMM observed the presence of armoured combat vehicles in the security zone. The Mission monitored in the proposed disengagement area near Zolote. The SMM observed the presence of mines and mine warning signs in areas close to the contact line. Compared with the previous reporting period, the SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region. The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. The Mission facilitated and monitored adherence to the ceasefire to enable repairs to civilian infrastructure and damaged houses, as well as to enable demining activities at cemeteries in government-controlled areas of Luhansk region. It also continued to facilitate the operation of the Donetsk Filtration Station and monitor the security situation around the pumping station near Vasylivka. Restrictions of the Mission’s access continued in all three disengagement areas. The SMM recorded more ceasefire violations in Donetsk region but fewer in Luhansk region, compared with the previous reporting period. The SMM followed up on reports of fresh damage caused by weapons to civilian properties in Dovhe and Molodizhne. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske, and while present in Stanytsia Luhanska and Zolote, it observed a calm situation. Its access remained restricted in all three areas and elsewhere, including, as in previous days, at the Chervona Mohyla railway station near Voznesenivka and at three other crossing points at the border with the Russian Federation in areas outside government control (out of six visited by the SMM).* The SMM observed weapons in violation of withdrawal lines near Kostiantynivka and Klynove. The SMM observed convoys of trucks labelled “Humanitarian Aid from the Russian Federation” in non-government-controlled areas of Donetsk and Luhansk regions. The Mission continued to facilitate and monitor repairs and maintenance of essential infrastructure near Pavlopil and Novotoshkivske. In non-government-controlled areas of Luhansk region, the mission noted disruptions in some mobile communications networks. The SMM monitored gatherings in Kherson on the occasion of the fourth anniversary of the events at Maidan and in Kharkiv on the third anniversary of the bombing of a pro-Maidan march.

The SMM continued to monitor the implementation of the provisions of the Minsk Protocol and Memorandum and the work of the Joint Centre for Control and Co-ordination (JCCC). The SMM observed a large number of ceasefire violations in the Donetsk region. The SMM conducted its third visit to the site of the incident causing the deaths of civilians on a bus in Volnovakha.
