The overall security situation in the Donetsk and Luhansk regions remained tense. Donetsk city remained quiet. Fighting around Sloviansk and the south-western neighborhood of Luhansk is reported. Other parts of Ukraine remained calm. The SMM has not reestablished communication with the 4 monitors from the Donetsk team and 4 monitors from the Luhansk team, with whom it lost contact on 26 May and 29 May respectively.

The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region compared with the previous reporting period. The Mission observed fresh damage from gunfire to a house in Yasynuvata. It continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske. The Mission’s access remained restricted in all three disengagement areas and was restricted again near Zaichenko and Bezimenne, as well as in Kruta Balka and at a weapons permanent storage site in a non-government-controlled area. The SMM observed weapons in violation of withdrawal lines near Starolaspa and Marinka. The Mission continued to facilitate the operation of the Donetsk Filtration Station (DFS), including through monitoring the security situation around the station; it heard explosions close to the station despite explicit security guarantees. The SMM continued to facilitate and monitor repairs and maintenance works to other essential civilian infrastructure. It monitored the situation of civilians at the entry-exit checkpoint near the Stanytsia Luhanska bridge and noted again that the wooden ramps on the broken part of the bridge were unstable...

The SMM recorded fewer ceasefire violations in Donetsk region (three explosions compared with 18) and also in Luhansk region (one explosion compared with eight) compared with the previous reporting period. The SMM followed up on reports of civilian injuries, conducted crater analysis in Shchastia and Kamianka, and observed damage from shelling to civilian infrastructure. The SMM monitored three border crossing areas, in Zhovtneve, Petrivka and Uspenka, and visited schools on both sides of the contact line. The SMM encountered impediments to its freedom of movement, including threats of violence against SMM members, all in areas outside of government control. The SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions compared with the previous reporting period. The Mission followed up on reports of civilian casualties in Zaitseve. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske and recorded a ceasefire violation inside the Petrivske disengagement area. Its access remained restricted in all three areas and elsewhere, including near Izvaryne and Sievernyi at the border with the Russian Federation and in Luhansk city. The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. It continued to monitor and facilitate the access of Voda Donbassa water company employees to the Donetsk Filtration Station to facilitate repair works and keep it operational; it heard ceasefire violations in the area, despite security guarantees. The SMM also continued to monitor and facilitate repairs to the Petrivske pumping station near Artema, high-voltage power lines near Yuzhna-Lomuvatka and facilitated access for Vodafone employees to their office in Donetsk city. In Ternopil region, the SMM followed up on reports of an attack against members of the Roma community. In Kyiv, Kharkiv, and Kherson, the SMM monitored public gatherings. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske, where it noted calm situations. The SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions between the evenings of 30 and 31 March, compared with the previous reporting period. Between the evenings of 31 March and 1 April, it recorded fewer ceasefire violations in Donetsk region and a similar number of ceasefire violations in Luhansk region, compared with the previous 24 hours. Between the evenings of 1 and 2 April, it recorded more ceasefire violations in Donetsk region and fewer in Luhansk region, compared with the previous 24 hours. The SMM observed damage to civilian properties caused by gunfire in Dokuchaievsk. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it observed ceasefire violations inside the Petrivske disengagement area and near the Stanytsia Luhanska disengagement area. Its access remained restricted in all three disengagement areas, as well as, again, in border areas near Izvaryne, Leonove, Sievernyi, Voznesenivka (near the border with the Russian Federation), at a checkpoint near Popasna and in Novohryhorivka.* The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. The Mission observed for the first time anti-tank mines near Zaitseve and Sosnivske. The SMM continued to facilitate access for workers to and from the Donetsk Filtration Station; it also facilitated repairs to the Petrivske pumping station near Artema and to a water pipeline near Maiorsk. The SMM monitored the administrative boundary line in Kherson region and a gathering in Bila Krynytsia, Chernivtsi region. The SMM recorded more ceasefire violations in Donetsk region and Luhansk region, compared with the previous reporting period. The SMM followed up on a civilian casualty as a result of unexploded ordnance in Khartsyzk. The Mission observed fresh mortar round impacts in the Zolote disengagement area and an explosion near the Stanytsia Luhanska disengagement area. Its access remained restricted in all three disengagement areas as well as in Verkhnoshyrokivske and Sosnivske.* The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. The Mission continued to facilitate the operation of the Donetsk Filtration Station. It facilitated and monitored adherence to the ceasefire to enable repairs to water infrastructure in Pervomaisk and Stanytsia Luhanska; however, repairs to residential houses in Avdiivka and water infrastructure in Novotoshkivske were cancelled due to ceasefire violations in the area. In Kyiv and Lviv, the SMM monitored public gatherings in support of Ukrainian filmmaker Oleh Sentsov.
