The SMM monitored the implementation of the “Package of measures for the Implementation of the Minsk agreements”. Its monitoring was restricted by third parties and security considerations, with SMM patrols restricted from moving freely in government-controlled areas around Mariupol and in areas under “Lugansk People’s Republic” (“LPR”) control. Fighting was of reduced intensity around Donetsk airport and nearby villages, and Shyrokyne was generally calm during the day. Heavy weapons continued to be moved on both sides of the contact line. The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region compared with the previous reporting period. The Mission followed up on reports of civilian casualties in Yasynuvata and damage to houses and other civilian infrastructure from shelling and gunfire in Yasynuvata, Irmino, Sentianivka, Kadiivka, Molodizhne and Novooleksandrivka. The SMM recorded more ceasefire violations in both Donetsk and Luhansk regions compared with the previous reporting period. The Mission followed up on reports of civilian casualties and damage to houses from shelling in Donetsk city, Ivanivka, Chasiv Yar and Popasna. The Mission monitored the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske, but its access there and elsewhere remained restricted.* The SMM assessed impact sites inside the Stanytsia Luhanska disengagement area. The SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions compared with the previous reporting period. The Mission followed up on civilian casualties in Donetsk and Valiuske, and observed damage to civilian property in Horlivka and Dokuchaievsk. The Mission monitored the disengagement areas in Stanytsia Luhanska, Zolote and Petrivske, but its access remained restricted.* The SMM camera recorded ceasefire violations inside the Zolote area. The Mission saw for the first time anti-tank mines in government-controlled parts of that area and heard an explosion assessed as the impact of an artillery round inside the area. The SMM observed weapons in violation of withdrawal lines and missing from storage sites. It visited a border area currently not under government control. The SMM recorded a similar overall number of ceasefire violations in Donetsk and Luhansk regions as in the previous reporting period, but twice as many explosions in Luhansk region than in the previous period, most in areas west of Kadiivka. The Mission followed up on civilian casualties in Avdiivka, Bakhmut and Horlivka, and observed damage to civilian property in Lobacheve, Stanytsia Luhanska bridge and Pavlopil. The Mission monitored the disengagement areas in Stanytsia Luhanska, Zolote and Petrivske, but its access remained restricted.* The SMM camera recorded ceasefire violations inside the Stanytsia Luhanska area. The SMM recorded fewer ceasefire violations through the evening of 12 August, including fewer explosions, in both Donetsk and Luhansk regions compared with the previous reporting period. The Mission recorded an intense exchange of fire near Stanytsia Luhanska on the night of 12 August. The SMM confirmed civilian casualties and conducted crater analysis near Stanytsia Luhanska bridge, Donetsk city, Marinka, Lobacheve and Popasna. It continued to monitor the withdrawal of weapons, and saw weapons in violation of withdrawal lines in areas not controlled by the Government. The SMM observed the presence of armoured combat vehicles in the security zone and monitored a border area not controlled by the Government. The SMM recorded fewer ceasefire violations – including, however, more explosions – in Donetsk region between the evenings of 10 and 11 February compared with the previous reporting period. The number of ceasefire violations recorded was higher between the evenings of 11 and 12 February, but included fewer explosions. In Luhansk region, the SMM recorded more ceasefire violations – including, however, fewer explosions – between the evenings of 10 and 11 February compared with the previous reporting period. The number of ceasefire violations between the evenings of 11 and 12 February was similar compared with the previous 24 hours. The Mission followed up on a report of civilian casualties in Avdiivka. The SMM continued monitoring the disengagement areas in Stanytsia Luhanska, Zolote and Petrivske but its access remained restricted.* Its freedom of movement was further restricted, in particular in areas not controlled by the Government, including in an incident in which warning shots were fired near the SMM in Pikuzy.* The Mission observed a considerable number of weapons in violation of withdrawal lines, weapons beyond withdrawal lines but outside storage sites, and armoured combat vehicles in the security zone, particularly in areas of Luhansk region not controlled by the Government.
