The SMM recorded more ceasefire violations in Donetsk and Luhansk regions, compared with the previous reporting period. The SMM followed up on reports of civilian casualties in Krasnohorivka and Zoria. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near the Petrivske disengagement area. The SMM’s access remained restricted in all three disengagement areas as well as near Zaichenko and near Dovzhanske, near the border with the Russian Federation.* The Mission observed weapons in violation of withdrawal lines near Muratove and Kreminna. The Mission continued to facilitate the operation of the Donetsk Filtration Station, including through monitoring the security situation around the station, as well as repairs and maintenance works to other essential civilian infrastructure near Zalizne, Zaitseve, Novotoshkivske, Raivka and Stanytsia Luhanska. The SMM monitored a court hearing in Kherson and a gathering in Kyiv.

The SMM monitored the implementation of the “Package of measures for the implementation of the Minsk agreements”. Its monitoring was restricted by the parties and security considerations*. The SMM observed few ceasefire violations in Donetsk region, and none in Luhansk.

The SMM recorded more ceasefire violations compared with the previous reporting period, mainly in the Avdiivka-Yasynuvata-Donetsk airport area. The Mission followed up on reports of explosions at industrial facilities in Donetsk city and Shchastia, and damage to civilian infrastructure in Novooleksandrivka. The SMM continued monitoring the disengagement areas in Stanytsia Luhanska, Zolote and Petrivske but its access remained restricted.* Beyond the disengagement areas, too, the sides continued to restrict the Mission’s monitoring and verification on numerous occasions through direct denials of access or other impediments, including by not removing mines.* The SMM noted tanks in violation of withdrawal lines and weapons missing from storage sites on both sides of the contact line. It monitored the situation of civilians at entry-exit checkpoints. The SMM monitored adherence to the ceasefire to facilitate repair of a power line near Luhanske. Compared with the previous 24 hours, the SMM recorded more ceasefire violations in both Donetsk and Luhansk regions. The SMM saw fresh damage caused by gunfire to civilian properties in Dokuchaievsk and Marinka. Inside the Stanytsia Luhanska disengagement area, the SMM continued to observe demining activities; it also observed that a shuttle bus service had been introduced to transport people from an area south of the entry-exit checkpoint to the broken section of the bridge and in opposite direction. It saw weapons in violation of withdrawal lines on both sides of the contact line. The Mission facilitated and monitored adherence to the ceasefire to facilitate repairs of critical civilian infrastructure on both sides of the contact line, including to water pipelines in government-controlled Artema and power lines in non-government-controlled Zolote-5/Mykhailivka. Compared with the previous reporting period, the SMM recorded more ceasefire violations in both Donetsk and Luhansk regions. The SMM saw fresh damage to houses due to shelling in Holubivske and Khreshchatytske. The SMM saw anti-tank mines near Shchastia and Vesela Hora. The Mission facilitated and monitored adherence to the ceasefire to facilitate repairs and the operations of critical civilian infrastructure. The SMM recorded more ceasefire violations in Donetsk and Luhansk regions compared with the previous reporting period. The SMM followed up on reports of three children injured by the explosion of unexploded ordnance in Krasnohorivka. The SMM observed damage caused by gunfire to civilian properties in a residential area of Dokuchaievsk. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near the Stanytsia Luhanska and Zolote disengagement areas. The Mission’s access remained restricted in all three areas and elsewhere.* The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. The SMM continued to facilitate and monitor repairs and maintenance works to essential infrastructure near Artema, Kadiivka and Maiorsk. The SMM monitored a transfer of pre-conflict detainees from non-government- to government-controlled areas in Donetsk region; it also monitored the transport of mortal remains from government- to non-government-controlled areas in Luhansk region. In Donetsk region, the SMM recorded more ceasefire violations compared to the previous reporting period. Most of the fighting was recorded in the areas around Yasynuvata, Shyrokyne and Donetsk city. In Luhansk region, the SMM recorded a number of ceasefire violations, most of which were assessed as live-fire exercises. The Mission confirmed reports of three children killed by a grenade explosion in Yenakiieve. The SMM followed up on reports of shelling and conducted crater analysis in Kominternove, Horlivka and Myronivka. It continued to monitor the withdrawal of weapons and observed the presence of armoured combat vehicles in the security zone. The Mission continued to monitor the situation of civilians at entry-exit checkpoints along the contact line. Compared with the previous reporting period, the SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions. The Mission observed weapons in violation of withdrawal lines on both sides of the contact line. The SMM facilitated and monitored adherence to the ceasefire to enable repairs to water infrastructure on both sides of the contact line, as well as to enable repair works to damaged houses in Marinka. It continued to facilitate the operation of the Donetsk Filtration Station. Restrictions to the Mission’s access continued in all three disengagement areas. The SMM was also restricted in Izvaryne. In Kyiv, the SMM monitored a peaceful protest during which it heard participants expressing views critical of the Russian Federation and calling for banning Russian-owned businesses in Ukraine.
