Between the evenings of 16 and 17 June the SMM recorded more ceasefire violations in both Donetsk and Luhansk regions compared with the previous reporting period. The SMM monitored the implementation of the “Package of measures for the implementation of the Minsk agreements”. Its monitoring was restricted by third parties and security considerations*; persistent jamming of SMM UAVs over “DPR”-controlled areas was during the reporting period a major hindrance to monitoring in those areas. The SMM continued to observe ceasefire violations at and around the Donetsk airport. The situation was calm in and around Shyrokyne. The Luhansk region remained largely calm although the SMM noted indications of recent fighting...

The SMM recorded more ceasefire violations in both Donetsk and Luhansk regions compared with the previous 24 hours. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske. Its access remained restricted there and in non-government controlled areas of Donetsk region.* The Mission saw weapons in violation of withdrawal lines and noted weapons missing from holding sites. It confirmed a number of civilian casualties in the Petrovskyi district of Donetsk city, Krasnohorivka and Staromykhailivka, including the death of a woman and the wounding of a nine-year-old boy. The SMM observed a decrease in ceasefire violations in Donetsk region compared to the previous day. The situation remained stable in Luhansk. The Mission continued to monitor the withdrawal of weapons. It did not observe any live-fire exercises. The Mission facilitated and monitored demining and repair work on both sides of the contact line, and observed the fencing off of a mined area. The SMM encountered freedom-of-movement restrictions in areas not controlled by the Government.* It reached border crossing points in areas not controlled by the Government in Donetsk region. The SMM recorded more ceasefire violations in Donetsk, including 209 explosions compared with 63 in the previous reporting period, with most of them concentrated in the Avdiivka-Yasynuvata area. In Luhansk region the SMM recorded ten explosions compared with 29 in the previous reporting period. The Mission monitored two border areas currently not under government control. The SMM encountered restrictions to its freedom of movement, including in the disengagement areas near Petrivske and Zolote, and noted a calm situation in the wider Petrivske area. The SMM monitored the implementation of the “Package of measures for the Implementation of the Minsk agreements”. Its monitoring was restricted by third parties and security considerations, with SMM patrols restricted from moving freely in government-controlled areas around Mariupol and in areas under “Lugansk People’s Republic” (“LPR”) control. Fighting was of reduced intensity around Donetsk airport and nearby villages, and Shyrokyne was generally calm during the day. Heavy weapons continued to be moved on both sides of the contact line. The SMM observed more ceasefire violations in Donetsk but fewer in Luhansk region compared with the previous 24 hours. The Mission heard small-arms fire assessed as aimed at an SMM unmanned aerial vehicle flying near Staryi Aidar. It followed up on reports of civilian casualties and damage to residences from shelling and gunfire in Dokuchaievsk, Marinka and Khreshchatytske. The SMM monitored the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske, but its access there and elsewhere remained restricted.* The Mission observed weapons in violation of withdrawal lines on both sides of the contact line. It visited four border areas currently not controlled by the Government.
