The SMM recorded fewer ceasefire violations compared with the previous reporting period in both Donetsk and Luhansk regions. The SMM continued monitoring the disengagement areas in Stanytsia Luhanska, Zolote and Petrivske but its access remained restricted.* Beyond the disengagement areas, too, the sides continued to restrict the Mission’s monitoring and verification on numerous occasions through direct denials of access or other impediments, including by not removing mines.* The SMM noted howitzers and tanks in violation of withdrawal lines and weapons missing from storage sites on both sides of the contact line. It observed the blockade of railway crossings near Hirske, Bakhmut and Shcherbynivka. The SMM facilitated repair of a power line between Svitlodarsk and Horlivka. The SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region compared with the previous 24-hour period. The SMM, in co-ordination with the Joint Centre for Control and Co-ordination (JCCC), facilitated and monitored adherence to the ceasefire around the Donetsk water filtration station which allowed repair to take place and pumping operations to resume, restoring supply to thousands in Donetsk region. The Mission observed damage caused by shelling in Pikuzy, Lobacheve, Pavlopil, Orlivske and Uzhivka. The SMM observed weapons in violation of withdrawal lines on both sides on the contact line. The SMM monitored the implementation of the “Package of measures for the implementation of the Minsk agreements”, including the Addendum. Its monitoring was restricted by the parties and security considerations*. The situation in Donetsk and Luhansk regions was relatively calm, although the SMM heard several explosions. Between the evenings of 21 and 22 July the SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region, compared with the previous reporting period. Between the evenings of 22 and 23 July the Mission recorded more ceasefire violations in Donetsk region and fewer in Luhansk region compared with the previous 24 hours. The Mission continued monitoring the disengagement areas; it recorded ceasefire violations in the Zolote disengagement area. Its access remained restricted there and elsewhere, including in Staromykhailivka and again in Novoazovsk, where military-type vehicles were seen travelling from the Novoazovsk area towards the border with the Russian Federation and vice versa. The SMM observed weapons in violation of withdrawal lines on both sides of the contact line. It continued to observe fresh craters and recent excavations in the area of Kruta Balka and in Olenivka. The SMM observed a similar level of violence in Donetsk region both on 21 and 22 May as compared to 20 May and observed an increase in the number of ceasefire violations in Luhansk region on 21 May and fewer on 22 May- compared to 20 May. It continued to monitor the withdrawal of weapons, and noted the presence of armoured combat vehicles and anti-aircraft weapons in the security zone. The Mission followed up on reports of shelling and conducted crater analysis in government-controlled Avdiivka. Some 600 people gathered in front of the residence of SMM monitors in Donetsk city. It also monitored events on the occasion of the “Day of Heroes” in Lviv and a protest in Chernivtsi.
