The SMM’s operations in Donetsk and Luhansk regions remained restricted following the fatal incident of 23 April near Pryshyb; these restrictions continued to limit the Mission’s observations. The Mission recorded more ceasefire violations in both Donetsk and Luhansk regions, compared with the previous reporting period. The SMM followed up on reports of shelling and civilian casualties in the Kuibyshevskyi district of “DPR”-controlled Donetsk city and shelling in “DPR”-controlled Bezimenne. The SMM’s operations in Donetsk and Luhansk regions remained restricted following the fatal incident of 23 April near Pryshyb; these restrictions continued to limit the Mission’s observations. The SMM recorded a similar number of ceasefire violations in Donetsk region and fewer in Luhansk region compared with the previous reporting period. In Donetsk region most ceasefire violations were recorded in areas north-east of Mariupol. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske. Its access remained restricted there and elsewhere.* The Mission saw multiple weapons in Donetsk and Luhansk cities, in violation of withdrawal lines. It monitored three border areas currently not under government control. The SMM followed up on a reported civilian casualty and assessed impact sites and damage to residential areas caused by shelling. Outside the security zone the Mission observed parades marking 9 May that largely passed off peacefully...

The SMM recorded more ceasefire violations both in Donetsk and Luhansk regions compared with the previous 24 hours. The Mission confirmed five civilian casualties from Donetsk city, including one fatality. It observed multiple impact sites near civilian residences in the Kyivskyi district of Donetsk city, assessed as caused by artillery rounds, and to essential infrastructure at the Donetsk Filtration Station and a water reservoir near Yasynuvata, including damage assessed as caused by a rocket from a multiple launch rocket system. The SMM continued monitoring the disengagement areas, its access remained restricted there and elsewhere, including at a heavy weapons holding area and in Vasylivka.* The Mission saw weapons in violation of withdrawal lines near Oleksandropil, Khriashchuvate and Novoamvrosiivske. It facilitated and monitored repairs and maintenance to high-voltage lines near Novozvanivka, and a water pipeline near Zolote and Popasna.

The SMM recorded significantly fewer ceasefire violations in Donetsk region (including 35 explosions) compared with 18 September (which included 322 explosions). In Luhansk region the Mission recorded 11 ceasefire violations (no explosions), compared with none during 18 September. The SMM continued to monitor the withdrawal of weapons. It observed four Uragan multiple-launch rocket systems in Rubizhne and the presence of armoured vehicles in the security zone. The SMM monitored the situation of civilians queuing at checkpoints along the contact line. The Mission facilitated repair work of water infrastructure and demining activities in Luhansk region. The SMM continued to monitor the situation at a school along the contact line. In Odessa it monitored the re-establishment of a protest against the mayor. The Mission encountered one restriction of its freedom of movement...

Based on monitoring teams’ observations, the situation in Luhansk remained stable; Donetsk remains characterized by heightened tensions; Kharkiv and Odessa remain relatively calm; and the rest of Ukraine is calm...

The SMM recorded fewer ceasefire violations in Donetsk region between the evenings of 27 and 28 October compared with the previous reporting period and more between the evenings of 28 and 29 October compared with the previous 24 hours. In Luhansk region, the SMM recorded fewer ceasefire violations between the evenings of 27 and 28 October compared with the previous reporting period and a similar number of ceasefire violations between the evenings of 28 and 29 October compared with the previous 24 hours. The Mission followed up on reports of a casualty in Donetsk city. The SMM observed fresh damage to civilian properties caused by shelling in Marinka, Avdiivka, Pikuzy, Oleksandrivka and Sakhanka. The Mission continued monitoring all three disengagement areas; it recorded a ceasefire violation inside the Zolote disengagement area. Its access remained restricted in all three areas and elsewhere, including near Metalist (twice).* The Mission saw weapons in violation of withdrawal lines near Luhanske and in Bakhmut. It facilitated and monitored repairs and maintenance to power lines between Novozvanivka and Troitske. The SMM visited a border area not under government control. The Mission continued monitoring the administrative boundary line between Kherson region and Crimea. With respect to ongoing local elections, the SMM monitored the security situation around polling stations in Lviv region and government-controlled areas of Donetsk region, where it observed calm situations.

The SMM recorded a similar number of ceasefire violations in Donetsk region and an increase in the number recorded in Luhansk region.

The SMM noted a decrease in the number of ceasefire violations recorded in Donetsk region compared to the day before. In Luhansk the SMM noted an increase in recorded ceasefire violations on the day before, with many concentrated around “LPR”-controlled Kadiivka (formerly Stakhanov). A peaceful protest was held outside the SMM’s base in Kadiivka. Later, at the same location, the SMM heard bursts of small-arms fire in the vicinity of their base and saw an individual running from the area. An armed man at a known Ukrainian Armed Forces position threatened the SMM at gunpoint in Lobacheve. The SMM analysed craters on both sides of the contact line. It observed weapons in violation of withdrawal lines. “LPR” members prevented the SMM from monitoring in border areas...

The SMM monitored the implementation of the “Package of measures for the implementation of the Minsk agreements”, including the Addendum. Its monitoring was restricted by the parties and security considerations*. The situation in Donetsk and Luhansk regions was relatively calm, although the SMM heard several explosions. Verification of withdrawal stipulated in the Addendum to the Package of measures was not scheduled for the reporting period.
