The SMM recorded fewer ceasefire violations in Donetsk region and fewer in Luhansk region, compared with the previous reporting period. The SMM followed up on reports of civilian casualties in Yasne and Trudivski area of Donetsk city’s Petrovskyi district and observed fresh damage caused by gunfire in the Petrovskyi district of Donetsk city. An SMM unmanned aerial vehicle (UAV) recorded soldiers pointing rifles and firing towards the UAV near Katerynivka; another UAV was jammed near Bohdanivka.* The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations inside the disengagement areas near Zolote and Petrivske. The SMM’s access remained restricted in all three disengagement areas and elsewhere, including at border areas beyond government control in Luhansk region. The SMM observed weapons in violation in Roty and Klynove. The SMM continued to facilitate access to the Donetsk Filtration Station (DFS) for Voda Donbassa water company employees; it heard ceasefire violations in the general area despite security guarantees. It also continued to facilitate and monitor repairs to high-voltage power lines near Yuzhna-Lomuvatka. The Mission monitored gatherings marking International Labour Day in several regions of Ukraine. The SMM monitored the implementation of the “Package of measures for the implementation of the Minsk agreements”. Its monitoring was restricted by third parties and security considerations. The situation at and around Donetsk airport was relatively calm. The SMM facilitated the transportation of water supply equipment and a local ceasefire to fix water supply problems...

The SMM recorded fewer ceasefire violations in Donetsk region compared with the previous 24 hours and no ceasefire violations in Luhansk region. The Mission observed damage to buildings from gunfire in Dokuchaievsk. It continued monitoring the disengagement areas and recorded a ceasefire violation near the Petrivske disengagement area. Its access remained restricted in all three disengagement areas and elsewhere, including in Horlivka.* The SMM saw weapons in violation of withdrawal lines near Khlibodarivka and Muratove, and in Oleksandropil. Aerial imagery revealed the presence of over 180 tanks and howitzers in non-government-controlled areas, as well as new trenches near Vodiane and the road M03 between Svitlodarsk and Debaltseve. The Mission facilitated and monitored repairs and maintenance of essential infrastructure in Shchastia, near Artema, and between Marinka and Oleksandrivka. It visited three border areas outside of government control. The SMM continued to monitor the situation of schools near the contact line.

The SMM continued to monitor the implementation of the provisions of the Minsk Protocol and Memorandum and the work of the Joint Centre for Control and Co-ordination (JCCC). The SMM observed a large number of ceasefire violations in the Donetsk region. The SMM conducted its third visit to the site of the incident causing the deaths of civilians on a bus in Volnovakha.

The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region between the evenings of 16 and 17 February, compared with the previous reporting period. The SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions between the evenings of 17 and 18 February, compared with the previous 24 hours. The SMM observed fresh damage, caused by gunfire and shelling, to civilian properties in residential areas of Horlivka and Pikuzy as well as to a building where a television station in Luhansk city is located. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near the Zolote disengagement area. Its access remained restricted in all three areas and elsewhere, including at checkpoints near Betmanove and Kreminets as well as near Leonove and Izvaryne, in border areas close to the Russian Federation.* The Mission observed weapons in violation of withdrawal lines near Novooleksandrivka. The SMM continued to monitor the situation of civilians living near the contact line in Betmanove and Pivdenne. The SMM visited five border areas outside of government control. In Kyiv, the SMM followed up on reports of an incident at the Russia Centre for Science and Culture on 17 February and saw a group of people throwing eggs and stones at the building of the Centre as well as at a Sberbank branch office the following day. The SMM also monitored two gatherings in Kyiv and one in Kharkiv.

The Mission followed up on reports of civilian casualties, including a boy who was critically injured when an unexploded ordnance exploded in Teple and two boys who suffered burns following a gunpowder explosion in Novoaidar. The SMM continued monitoring the disengagement areas and recorded a ceasefire violation inside the Stanytsia Luhanska disengagement area. Its access remained restricted in the disengagement areas and elsewhere, including in Novoazovsk and Verkhnoshyrokivske.* The Mission observed weapons in violation of withdrawal lines on both sides of the contact line. The SMM continued to facilitate and monitor repairs and maintenance to infrastructure in Shchastia, Artema, Zolote and Pivdenne. The Mission monitored the situation along the administrative boundary line between Kherson and Crimea...

The SMM continued to monitor the implementation of the provisions of the Minsk Protocol and Memorandum and the work of the Joint Centre for Control and Co-ordination (JCCC). The SMM observed no shelling or use of fire-arms, although the JCCC did report on a number of such occurrences.
