Daily and spot reports from the Special Monitoring Mission to Ukraine

The SMM recorded a similar number of ceasefire violations in Donetsk region and more ceasefire violations in Luhansk region compared with the previous reporting period. The SMM followed up on reports of civilian casualties in Myrnohrad, Pivdenne and Horlivka. The Mission observed damage as a result of shelling near Dokuchaievsk. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske and recorded ceasefire violations near the Zolote and Petrivske areas. The Mission’s access remained restricted in all three disengagement areas and elsewhere. The SMM observed weapons in violation of withdrawal lines near Buhaivka. It continued to monitor and facilitate the access of Voda Donbassa water company employees to the Donetsk Filtration Station and repair works and demining activities in order to keep the station operational; it heard ceasefire violations in the area, despite security guarantees. The SMM continued to monitor and facilitate repairs to high-voltage power lines near Almazna, Yuzhna-Lomuvatka and Veselohorivka. In Kharkiv, the SMM monitored a gathering in front of the Consulate General of the Russian Federation.

The SMM monitored the implementation of the “Package of measures for the implementation of the Minsk agreements”. Its monitoring was restricted by the parties and security considerations*. The SMM conducted crater analysis in the Donetsk and Luhansk regions, after shelling impacted civilians and residential buildings. The SMM met with two persons being held at a pre-trial detention centre in Kyiv following their arrest at a checkpoint in the Donetsk region. An SMM patrol was threatened by an armed “DPR” member east of Mariupol.

The SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions compared with the previous reporting period. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations inside the Petrivske disengagement area. Its access remained restricted in the disengagement areas and elsewhere, including at a heavy weapons holding area in a non-government-controlled area of Donetsk region.* The SMM saw shelling damage on a roof of a building in Novooleksandrivka and impact sites in residential areas of Dokuchaievsk. The Mission saw weapons in violation of withdrawal lines near Volnovakha. It facilitated and monitored repairs and maintenance of essential infrastructure near Zalizne, Vesela Hora, Artema and Zolote. In Kyiv the SMM followed up on the situation around the protest camp outside the Parliament building...

The SMM recorded more ceasefire violations in Donetsk and Luhansk regions between the evenings of 11 and 12 May compared with the previous reporting period. Between the evenings of 12 and 13 May, it recorded more ceasefire violations in both Donetsk and Luhansk regions compared with the previous 24 hours. The SMM followed up on reports of a civilian casualty and damage to properties from gunfire in Dokuchaievsk and a residential area in Sakhanka. The Mission continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near the Zolote and Stanytsia Luhanska disengagement areas and its access remained restricted there and elsewhere, including again in Kozatske and at a location near the border with the Russian Federation.* It continued to facilitate access to the Donetsk Filtration Station for Voda Donbassa employees and heard ceasefire violations in the area, despite security guarantees being provided. The SMM continued to facilitate and monitor repairs to power lines near Yuzhna-Lomuvatka. In Lviv, the SMM followed up on reports of an attack against members of the Roma community....

The SMM monitored the implementation of the “Package of measures for the implementation of the Minsk agreements”. Its monitoring was restricted by third parties and security considerations*. The SMM observed a lower number of incidents at and around the Donetsk airport on 5 July, as compared to previous days. The SMM brokered a ceasefire, paving the way for demining and repair works on a water pipeline near the line of contact, between Maiorsk and Horlivka. The SMM visited Shyrokyne, confirming the withdrawal of “DPR” forces and severe destruction, especially in the southern part of the village.

The SMM recorded fewer ceasefire violations in Donetsk and Luhansk regions compared with the previous reporting period. The Mission observed damage to civilian properties from shelling in Yasne. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations inside the Petrivske disengagement area. Its access remained restricted in the disengagement areas and elsewhere, including near Manuilivka and at a heavy weapons holding area and a permanent storage site in non-government-controlled areas. The Mission observed a weapon in violation of withdrawal lines near Bile and military-type vehicles in column formations near Buhaivka. The SMM attempted to reach Travneve but was unable to do so due to the possible presence of mines or unexploded ordnance on the road leading to the village. It facilitated and monitored repairs and maintenance of essential infrastructure in Shchastia, and near Krasnyi Lyman, Vesela Hora and Novozvanivka. The SMM visited three border areas not under government control...

The SMM recorded a sharp increase in ceasefire violations in Donetsk region and fewer ceasefire violations in Luhansk region, compared with the previous reporting period. The Mission observed damage as a result of shelling in Loskutivka. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske and recorded ceasefire violations near the Zolote and inside the Petrivske disengagement areas. Its access remained restricted in all three areas and elsewhere, including in Dovhe and near Izvaryne in Luhansk region, at the border with the Russian Federation.*

Relatively low-level fighting continued in and around Donetsk airport and in a number of locations in the Luhansk region. The SMM concluded heavy weapons were not in situ at a “DPR” holding site.
