The SMM monitored the implementation of the “Package of measures for the Implementation of the Minsk agreements”. Its monitoring was restricted by third parties and security considerations*. The SMM observed that the number of ceasefire violations decreased as compared to previous days, and were limited to a small number in and around Donetsk and Donetsk airport. The SMM observed no ceasefire violations in or around Shyrokyne. At Donetsk airport, the SMM monitored the recovery of human remains.

The SMM recorded fewer ceasefire violations in Donetsk region and more in Luhansk region between the evenings of 28 and 29 September, compared with the previous reporting period. Between the evenings of 29 and 30 September, the SMM recorded fewer ceasefire violations in both Donetsk and Luhansk regions, compared with the previous 24 hours. The SMM followed up on reports of children killed and injured by an explosion in Horlivka, as well as a person injured and damage caused by an explosion in Donetsk city. The Mission recorded a ceasefire violation inside the Petrivske disengagement area. Its access remained restricted in all three disengagement areas as well as near Zaichenko, Novoazovsk, Tavrycheske, Bezimenne, Yuzhna-Lomuvatka and Izvaryne.* The SMM observed weapons in violation of agreed withdrawal lines in the Petrivske disengagement area and near Dokuchaievsk. The SMM continued to facilitate the operation of the Donetsk Filtration Station and also facilitated and monitored adherence to the ceasefire to enable repairs and maintenance to the phenol sludge reservoir near Zalizne. The Mission monitored public gatherings in Mariupol, and followed up on reports of water contamination in Makiivka.

The SMM recorded more ceasefire violations in Donetsk region and fewer in Luhansk region, compared with the previous reporting period. The SMM observed fresh damage in a residential area of Dokuchaievsk. The SMM continued monitoring the disengagement areas near Stanytsia Luhanska, Zolote and Petrivske; it recorded ceasefire violations near the Zolote disengagement area. The Mission’s access remained restricted in all three disengagement areas and elsewhere, including near Izvaryne and Sievernyi at the border with the Russian Federation. The SMM observed weapons in violation of withdrawal lines near Oleksandropil and Tarasivka. The SMM’s monitoring and facilitation of the access of Voda Donbassa water company employees to the Donetsk Filtration Station (DFS) as well as of repair works to the DFS were interrupted due to the presence of anti-tank mines near the station. The SMM heard ceasefire violations near the DFS, despite security guarantees. It continued to monitor and facilitate repairs to high-voltage power lines near Yuzhna-Lomuvatka and Almazna. Compared with the previous reporting period, the Mission recorded fewer ceasefire violations in Donetsk region and more in Luhansk region. One civilian was injured by shelling in Donetsk city. The Mission saw fresh damage from shelling to facilities part of a children’s hospital in Donetsk city. The Mission saw weapons in violation of withdrawal lines in non-government-controlled areas, including multiple launch rocket systems near Miusynsk. The SMM saw for the first time anti-tank mines near Shyrokyne and unexploded ordnance near Novooleksandrivka. The Mission facilitated and monitored adherence to the ceasefire to enable repairs to and the operation of critical civilian infrastructure. Restrictions of the SMM’s access continued in all three disengagement area and elsewhere. Its freedom of movement was also denied at checkpoints near Novoazovsk and Novolaspa, in non-government-controlled areas of Donetsk region...
Spot report by the OSCE Special Monitoring Mission to Ukraine (SMM), 7 November 2014: shelling and fatalities in Donetsk

On 5 November, at 18:02hrs, a Ukrainian military representative from the Joint Centre for Control and Co-ordination (JCCC) in Debaltseve informed the SMM about shelling and fatalities on Stepanenko Street, three kilometres north-west of the city centre of Donetsk. On 6 and 7 November the SMM visited the site of the reported incident, where it identified ten craters. Nearby shelling forced the SMM to leave the area.
