This report is the tenth in a series of Assessments of the situation of ethnic minorities in Kosovo, conducted jointly by OSCE and UNHCR.

This report is the first overview of the Centres for Social Welfare (CSWs) in Kosovo conducted by the OSCE Department of Human Rights and Rule of Law, through its Victim Advocacy and Support Section (VASS).

This report presents an overview of all cases in which acts of war crimes and genocide against the civilian population in Kosovo, have been charged or prosecuted by the court system established under the UNMIK after June 1999.

Issues such as independence of the judiciary, detention authority exercised by executive or military organs, and continuous arbitrary detention of the mentally ill in Kosovo represent the major areas of concern that this review will address.

This report analyses the administrative dimension of the criminal justice system in Kosovo, and identifies logistical and administrative obstacles to a proper administration of justice.

Property rights in Kosovo continue to be in crisis. The mechanisms responsible for resolving property disputes are not fully functioning. Since the last OSCE report on property, the property laws still have not been clarified.

Under the authority of SRSG office and in collaboration with Department of Public Services, Department for Democratic Governance and Civil Society, conducted an employment survey of Pristina-based central offices of each JIAS.

The concerns expressed in these reports referred to various structural and substantive aspects of the activity of the judiciary and its administrators, and also of the law enforcement agencies.
