This document is a result of the research of the process of reforming municipal print media carried out in September-December 2017. The research aimed to determine the main trends of the reform, identify factors that hinder the reform’s implementation and execution of reform measures in the established period. The document will be useful to representatives of state authorities, non-governmental organizations and media that directly or indirectly conduct activities related to the reform of state and municipal print media. The study of the reform dynamics and the challenges faced by municipal print media undergoing the reform was carried out within the Project "Further Support of the State-Owned and Municipal Print Media Reform", implemented by the OSCE Project Co-ordinator Project in Ukraine. The conclusions and views expressed in the report are those of the authors and do not necessarily reflect the official position of the OSCE Project Coordinator in Ukraine. The publication is available only in Ukrainian.

This publication is a result of scientific and methodological work on the standardized course for judges “Application of the European Convention on Human Rights and the case-law of the European Court of Human Rights”. It includes materials prepared by the working group on course development within the OSCE Project Co-ordinator in Ukraine’s "Safeguarding Human Rights through Courts" Project. The course is developed in the format of interactive training with due regard to the best international practices in judicial education. This is one of the courses developed and institutionalized in cooperation with the National School of Judges of Ukraine, the Supreme Court of Ukraine and the High Administrative Court of Ukraine within the Project "Safeguarding Human Rights through Courts", implemented by the OSCE Project Co-ordinator in Ukraine with the financial support of the Government of Canada. The publication is available only in Ukrainian.

The OSCE Mission in Kosovo published in December 2017 a report assessing the performance and impact of the Consultative Council for Communities, a key community protection body in Kosovo functioning under the Office of the President. The report notes that the Council, established in 2008, has consolidated well in the institutional system, holding regular meetings and engaging in communication with a wide spectrum of institutions in follow up to different community issues in policy and legislation. However, its overall impact on communities’ rights and well-being remains limited, as the Council faces uneven and insufficient response from the wider institutional spectrum and its outreach capacities to non-majority communities are still inadequate. The report assesses the composition, performance and impact of the Council during the period 1 January 2015 until 31 December 2016.

The publication “Environmental Assessment and Recovery Priorities for Eastern Ukraine” incorporates existing information from various sources on impact and threats to the environment posed by a conflict in Eastern Ukraine. The publication highlights the main results of studies on soils, surface waters, risks from industrial enterprises and flooding of mines, and analyzes the issues of influence on the condition of forest resources, protected areas and biodiversity. The analysis elaborated recommendations for environmental recovery, prioritized as “yesterday”, “today”, “tomorrow” and “day after tomorrow”. The publication was prepared with the financial support from governments of Canada and Austria within the joint project of the OSCE Project Co-ordinator in Ukraine and the Ministry of Ecology and Natural Resources of Ukraine “Assessment of Environmental Damage in Eastern Ukraine”.
