The Handbook consolidates key aspects of social detention facilities monitoring in the framework of the national preventive mechanism (NPM) in Ukraine. It describes specific features of private social care institutions, psychiatric hospitals, orphanages and geriatric boarding centres of social and psychological rehabilitation for children. The Handbook provides recommendations on how to conduct interviews with different groups of clients, describes the types of documents that shall be examined, and outlines with with principles a monitor must comply. The publication will be useful for NPM monitors, social detention facilities staff, civic activists and all those interested in the problems of ill-treatment prevention in closed institutions in Ukraine. The handbook is available only in Ukrainian.

The Implementation Plan for the Strategic Framework for Adaptation to Climate Change in the Dniester River Basin outlines mechanisms for cooperation among relevant agencies, organizations and other stakeholders in Moldova and Ukraine with the support of the international community. It also suggests possible mechanisms for attraction of funding for the practical implementation of the proposed measures. The Implementation Plan is the result of joint efforts by international experts and organizations – the Organization for Security and Co-operation in Europe (OSCE) and the United Nations Economic Commission for Europe (UNECE) – and many experts and organizations from Moldova and Ukraine. This publication was prepared under the Environment and Security Initiative (ENVSEC) with financial support from the Austrian Development Cooperation and the European Union Instrument for Stability.

This document is an overview of the application of national legislation in the area of countering hate speech. The study reflects general trends and focuses on the most prominent signs of hate speech. The document provides description of specific lawsuits related to manifestations of hate speech, examples of evaluations on controversial journalistic materials by media self-regulatory organizations and provides recommendations on effective response to instances of hate speech at the legislative level. The study was carried out within the Project "Supporting Conflict-Sensitive Journalism in Ukraine", implemented by the OSCE Project Co-ordinator in Ukraine. The conclusions and views expressed in the report are those of the authors and do not necessarily reflect the official position of the OSCE Project Coordinator in Ukraine.
