This Biennial Report reflects the work of the Office of the OSCE Special Representative and Co-ordinator for Combating Trafficking in Human Beings in 2020 and 2021. It is designed to highlight the Office's comprehensive strategy to end trafficking, the priorities informing the Office's programmatic work, the efforts made with participating States to help them develop more effective laws and policies, and the impact the Office aims to achieve on the ground.

Disasters and hazards are a great threat to all, whether caused by natural phenomena or humans. However, societal inequalities make some of us more vulnerable to their detrimental effects than others. Gender and disability are two factors that affect vulnerability.

The Guide describes key concepts and offers an overview of best practices and policies that can have a positive impact on the overall business climate in order to support rising economic prosperity. A positive business and investment climate creates conditions that encourage business start‑ups, employment opportunities and overall economic growth.

The OSCE-Argonne National Laboratory’s e-learning course on the Protection of Critical Energy Infrastructure support energy security stakeholders from the public and private sector, academia, and civil society in improving the resilience of critical energy infrastructure from natural and manmade disasters. The report provides an analysis of how technology-facilitated trafficking in human beings has been approached from the perspective of policy and legislation across the OSCE participating States. While looking primarily at the accelerating shift toward government-led responses, the report also examines the policies and practices adopted by the private sector and civil society organizations. In addition, the report offers recommendations for policy and legislative responses by OSCE participating States to the misuse of technology to exploit victims.

The OSCE Study on Advancing Energy Security in Central Asia offers a comprehensive analysis of existing and emerging energy security challenges and opportunities for the five OSCE participating States in the region. The Study highlights progress Central Asian participating States have made in guaranteeing reliable and secure energy, assesses the region’s renewable energy potential, and provides advice for the development of a complementary and co-operative strategy for achieving energy security and decarbonisation in the region. The Study is available in English and Russian and is based on an assessment carried out in the framework of OSCE mandate on energy security in close collaboration with regional energy experts and public and private stakeholders. This handout identifies three areas where parliaments can take decisive action to improve their legislative response to trafficking in human beings. Building upon the work of the Office of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings in the areas of combating forced labour within supply chains, the demand fostering trafficking for sexual exploitation and technology-facilitated trafficking, this short brief outlines the need for a modern, comprehensive response to each emerging form of trafficking, and provides examples of legislation that parliaments can pass to strengthen national legal frameworks combating trafficking in human beings.

This updated edition of the Guidelines provides tools for OSCE executive structures and their staff to pursue a coherent and co-ordinated approach to supporting nationally-led Security Sector Governance and Reform processes.
