Coalition building is about individual organizations amplifying their voices by working together. Anti-Semitism, intolerance and discrimination are deeply embedded across the OSCE region and addressing them requires the combined efforts of many communities and organizations. It cannot be accomplished in any large measure by just one group acting on its own. By bringing together groups with different skills, experiences, resources and connections, coalitions can be a powerful ways to bring about large-scale, enduring changes to address issues of discrimination. ODIHR’s new guide offers community leaders and civil society organizations in the OSCE region a human rights-based approach and practical basis for building successful coalitions aimed at addressing discrimination and fostering more tolerant and peaceful societies. By providing multiple resources and good practices, tips for gender mainstreaming and step-by-step instructions, this guide serves as a starting point not only for civil society organizations and communities setting out to create successful coalitions that strengthen responses to intolerance and discrimination, but for all members of civil society who wish to create coalitions to advance their goals.

The OSCE participating States have made a number of commitments regarding the issue of gender equality, women´s participation in efforts to promote peace and security and equal opportunities within the security services, including the armed forces, to allow for balanced recruitment, retention and promotion of women and men. In line with its mandate to assist participating States in the implementation of human dimension commitments, the OSCE Office for Democratic Institutions and Human Rights (ODIHR) has mapped the inclusion and situation of women in the armed forces in the OSCE region through a questionnaire addressed to delegations of all 57 OSCE participating States. The information received from delegations provides a baseline against which to measure progress, gather best practices and support the assistance ODIHR provides to participating States.

A new UNESCO and ODIHR co-publication takes up the challenge of educating learners to resist contemporary anti-Semitism at a time when the issue is becoming ever more crucial around the world. It suggests concrete ways to address anti-Semitism, counter prejudice and promote tolerance through education, by designing programmes based on a human rights framework, global citizenship education, inclusiveness and gender equality. It also provides policymakers with tools and guidance to ensure that education systems build the resilience of young people to anti-Semitic ideas and ideologies, violent extremism and all forms of intolerance and discrimination, through critical thinking and respect for others.
A Men’s Perspective on Gender Equality in Kosovo

The OSCE Mission in Kosovo and UNFPA published a report in May 2018 on men’s perspective on gender equality in Kosovo. The report contains information and statistics on a number of key issues pertaining to gender equality such as gender norms and attitudes toward gender equality; childhood experiences; relationship dynamics and domestic duties; violence and criminal practices; health practices and gender equality policies and laws. It was drafted based on the results of the International Men and Gender Equality Survey (IMAGES), conducted for the first time in Kosovo to gain a comprehensive understanding on men’s attitudes and practices – along with women’s opinions and reports of men’s practices- on a variety of topics related to gender and the ways men can help address gender inequality.
