“Analysis of Judicial Response to Discrimination Challenges in Bosnia and Herzegovina” is the first document which offers a qualitative analysis of judgements in anti-discrimination lawsuits in Bosnia and Herzegovina and shows trends in judicial implementation of the Law on Prohibition of Discrimination. The document quotes a large number of key sections of reasons provided for the adoption of the judgements, and it may serve not only as training material for judges and lawyers, but also as guidance to judicial professionals and relevant non-governmental organisations in their work in the field of the fight against discrimination.

The Information Against Hate Crimes Toolkit (INFAHCT) is an assistance programme aimed at improving systems for monitoring and collecting data on hate crimes. INFAHCT achieves this by helping to build and strengthen the policies and capacities of national institutions and other structures to collect data on hate crimes. INFAHCT is designed and implemented by the Office for Democratic Institutions and Human Rights (ODIHR) of the Organization for Security and Cooperation in Europe (OSCE). The OSCE is the world’s largest regional security organization, while ODIHR is the principal OSCE institution dedicated to supporting States in implementing their commitments in the area of human rights and democracy. OSCE participating States acknowledge that hate crimes pose a threat to security and may give rise to conflict and violence on a wider scale.

The bulletin is a summary of information obtained from the first instance courts in relation to discrimination cases, and from the annual reports of the Anti-discrimination Commission, and the Ombudsman Institution from 2017. It provides data on cases of discrimination and activities of the state institutions and civil society organizations in the field of prevention and protection against discrimination, and it also provides the institutions with recommendations for improvement of the current situation. Christians of various denominations are targets of hate crime across the OSCE region. The nature of hate crimes against Christians ranges from attacks on property, including graffiti and vandalism, to physical assaults. This factsheet highlights how hate crimes affect Christians, and helps readers to effectively identify anti-Christian hate crimes. Only a strong response from all actors in societies can effectively challenge discrimination, intolerance and hate crimes against Christians.

Coalition building is about individual organizations amplifying their voices by working together. Anti-Semitism, intolerance and discrimination are deeply embedded across the OSCE region and addressing them requires the combined efforts of many communities and organizations. It cannot be accomplished in any large measure by just one group acting on its own. By bringing together groups with different skills, experiences, resources and connections, coalitions can be a powerful ways to bring about large-scale, enduring changes to address issues of discrimination.

A new UNESCO and ODIHR co-publication takes up the challenge of educating learners to resist contemporary anti-Semitism at a time when the issue is becoming ever more crucial around the world.

By providing multiple resources and good practices, tips for gender mainstreaming and step-by-step instructions, this guide serves as a starting point not only for civil society organizations and communities setting out to create successful coalitions that strengthen responses to intolerance and discrimination, but for all members of civil society who wish to create coalitions to advance their goals.

A new UNESCO and ODIHR co-publication takes up the challenge of educating learners to resist contemporary anti-Semitism at a time when the issue is becoming ever more crucial around the world. It suggests concrete ways to address anti-Semitism, counter prejudice and promote tolerance through education, by designing programmes based on a human rights framework, global citizenship education, inclusiveness and gender equality. It also provides policymakers with tools and guidance to ensure that education systems build the resilience of young people to anti-Semitic ideas and ideologies, violent extremism and all forms of intolerance and discrimination, through critical thinking and respect for others.

Muslim communities across the OSCE region are the victims of rhetoric that often associates them with terrorism and extremism, or portrays the presence of Muslim communities as a threat to national identity. Muslims are often portrayed as a monolithic group, whose religion and culture are incompatible with the concepts of human rights and democracy. This intolerance, left unchecked, can enable a climate that fosters hate crime against Muslims, which is an attempt to isolate them from society. Only a strong response from all actors in society can effectively challenge discrimination, intolerance and hate crimes against Muslims.
