The objective of the Compendium of Resources is to take stock of the existing legislation, policies, guidelines, recommendations, reports, studies, and other types of initiatives developed to better understand and respond to the global problem of trafficking in human beings through its prevention in supply chains. The resources included in the Compendium do not represent by any means an exhaustive list and are only intended to illustrate the initiatives identified by the OSCE Office of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings during the development of this project. The Compendium is intended for the use by government officials involved in policy making, as well as businesses and other stakeholders interested to learn from current practices in order to further enhance their own measures on ethical sourcing and the prevention of human trafficking in supply chains.

This publication was prepared in co-operation with the National Commission for Combating Trafficking in Human Beings and Illegal Migration and the Academy for Training of Judges and Public Prosecutors “Pavel Shatev” with an aim to help all competent authorities and professionals dealing with trafficking in human beings and trafficking in children to properly apply of the principle on non-punishment of victims. The Guidelines are intended as a practical tool for those responsible for detection, prosecution and adjudication of these serious crimes and those responsible for prevention, identification and provision of support to victims as well as civil society to ascertain the preconditions for non-punishment of victims. This publication is not available in English.

This Compendium of the three recent Ministerial Council Decisions on preventing and combating trafficking in human beings is designed to highlight the individual provisions of the Decisions: MC 6/17, 7/17 and 6/18. It also suggests OSCE-produced resources for participating States to consult for guidance on implementation of the specific commitments. A table of thematic keywords found in the Decisions allows policy makers and practitioners to search the provisions of the Decisions by keywords consistent with their particular interest.
