This report presents an overview of all organized-crime-related activities of the OSCE in 2011 and provides an update on OSCE’s activities in support of the UNTOC, as well as the current status of ratification of the UNTOC convention among the participating States.

Training against Hate Crimes for Law Enforcement (TAHCLE) is a programme designed to improve police skills in recognizing, understanding and investigating hate crimes. Implementation of the programme should improve police skills in preventing and responding to hate crimes, interacting effectively with victim communities, and building public confidence and co-operation with law-enforcement agencies.

The Annual Report provides an overview of the police-related programmes and projects, implemented by the thematic units in the Secretariat, the field operations and ODIHR during 2011. The topics that continued to dominate OSCE’s policing agenda were the fight against transnational threats, including those, emanating from organized crime and terrorism, and the promotion of the principles of democratic policing.

The purpose of this report is to provide an assessment of the main developments since 2006 until 2011 in the areas which are vital for police reform in Montenegro.

The Manual was developed to support the teaching of the specialized course on combating domestic violence at the faculties of public security policing of higher educational institutions of the Interior Ministry of Ukraine (MoI) as well as for re-training of the in-service precinct police officers. These guidelines for police officers were developed with OSCE assistance by David I’Anson, a community policing expert from the United Kingdom, to provide an easy-to-use tool, supported with practical examples, for understanding best international practice in community policing within the context of policing in Armenia.
