This document is an overview of the application of national legislation in the area of countering hate speech. The study reflects general trends and focuses on the most prominent signs of hate speech. The document provides description of specific lawsuits related to manifestations of hate speech, examples of evaluations on controversial journalistic materials by media self-regulatory organizations and provides recommendations on effective response to instances of hate speech at the legislative level. The study was carried out within the Project "Supporting Conflict-Sensitive Journalism in Ukraine", implemented by the OSCE Project Co-ordinator in Ukraine. The conclusions and views expressed in the report are those of the authors and do not necessarily reflect the official position of the OSCE Project Coordinator in Ukraine.

This document is a result of the research of the process of reforming municipal print media carried out in September-December 2017. The research aimed to determine the main trends of the reform, identify factors that hinder the reform’s implementation and execution of reform measures in the established period. The document will be useful to representatives of state authorities, non-governmental organizations and media that directly or indirectly conduct activities related to the reform of state and municipal print media. The study of the reform dynamics and the challenges faced by municipal print media undergoing the reform was carried out within the Project "Further Support of the State-Owned and Municipal Print Media Reform", implemented by the OSCE Project Co-ordinator Project in Ukraine. The conclusions and views expressed in the report are those of the authors and do not necessarily reflect the official position of the OSCE Project Coordinator in Ukraine. The three unions- the Cyprus Journalists' Union, Basin-Sen/Press Workers' Union, and the Turkish Cypriot Journalists' Union – participated as panelists at a side event hosted by the Office of the OSCE Representative on Freedom of the Media during a conference on safety of journalists, in Vienna. The side event, titled “Strengthening quality journalism for reconciliation in Cyprus”, has attracted an audience from over 20 participating States of the OSCE, and gave place to a lively and useful discussion about the need for dialogue and co-operation among journalists of neighbouring communities.

New formats for business and international journalism, journalism ethics, coverage of conflicts, the importance of multi-ethnic sensitivity as well as journalism security are also elaborated in the handbook. The book is recommended to journalists, media experts, civil servants, scholars, educators, university-level students, and broad sections of the public interested in media development and journalism. It is available in Kazakh and Russian languages.

This safety guide provides handy information for journalists and other media professionals on know-hows to protect themselves in volatile situations, riots, protests and demonstrations to help them avoid injuries and damage to their equipment. The guide advises media professionals to use protective gear and visible insignia so that they distinguish from protesters and avoid getting hurt by the police or protesters. Advice includes improvisations that help media professionals neutralize effects of teargas when reporting during violent situations. It also provides the media professionals with available telephone numbers to seek legal advice.
