The 2012 Annual Report of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings aims to offer a concise overview of the wide range of activities carried out by the Office of the Special Representative and by the OSCE’s executive structures, institutions and field operations. The last part of the Report builds upon the October Alliance Conference “An Agenda for Prevention: Non Discrimination and Empowerment”, with an action-oriented paper highlighting how full recognition of the existing linkage between trafficking and discrimination can lead to new paths for advocacy, and make it possible that anti-trafficking and non-discrimination policies enhance each other.

This volume presents chronologically the OSCE's human dimension commitments over its 30-year history. It is intended for use by government officials and civil society organizations, academics, students, and practitioners alike.

This research report presents an analysis of international legal instruments defining framework of assistance to victims of human trafficking. It outlines the basic conditions and principles to be considered when providing such assistance; describes national legislation that regulates work of social services providing assistance to victims of trafficking; explains consequences of human trafficking and basic needs of victims with due regard to age and gender aspects. The research highlights problems the victims of trafficking and social service providers face in reality and presents recommendations on how to solve those problems. This guidebook is a useful tool for the identification of human trafficking cases. It helps to better understand the consequences of being a victim of this crime. It also provides guidance on how to determine and consider the special needs of victims taking into account age and gender aspects. It contains methodological recommendations on how to provide the assistance needed and better use resources of other social service providers, including community resources. The guide was developed for the police officers of the Precinct Police Inspectors Service, to raise their awareness of what duties and functions they are to perform in prevention and combating trafficking in human beings. It outlines peculiarities of this crime provides guidance on the methods to be used by the police officers while working with victims of trafficking in human beings. This Annual Report of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings comprises of two main parts. Part I, An Agenda for Prevention: Activities and Challenges in 2011 is an overview of the main OSCE anti-trafficking activities. Part II has a special thematic focus on trafficking for labour exploitation and contains three experts’ essays which build upon the 11th Alliance against Trafficking in Persons Conference on “Preventing Trafficking in Human Beings for Labour Exploitation: Decent Work and Social Justice” (20- 21 June 2011). Both parts have a single conceptual framework: an agenda for prevention of trafficking in human beings.

Trafficking in human beings is a complex problem and a horrific criminal act, often referred to as a modern form of slavery. It violates fundamental human rights and destroys the dignity of survivors long after the exploitation ends.

A comprehensive training manual for law enforcement on combating human trafficking that targets prosecutors, police, judges, border guards, and labour inspectors. It was prepared by four national experts as part of a multi-year regional project implemented by the OSCE Office in Yerevan in co-operation with the International Labour Organization, and funded by European Union.
