This publication offers a discussion on why and how to adopt a ‘social path’ approach to identifying and assisting victims of trafficking in human beings, irrespective of their willingness to participate in criminal proceedings. Based on a review of international law, engagement between the Office of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings and the OSCE participating States, and a desk review of the information available about the emerging ‘social path’ practices, it is a reference and advocacy tool to support the introduction of the ‘social’ path framework at the national level.

This second revised edition of the procurement guidance is a key document facilitating the implementation of anti-trafficking measures in OSCE’s own procurement across its executive structures and aligning the OSCE’s mandates with its processes. The guidance aims to support procurement and anti-trafficking staff in the OSCE with the background knowledge to implement anti-trafficking measures in procurement activities alongside training workshops, procurement risk analyses, and local action plans. Preventing trafficking and labour exploitation in supply chains is no easy task. By following these steps, the OSCE is developing further expertise and is supporting OSCE participating States and the international community in their ongoing efforts to prevent trafficking for forced labour in their supply chains.

Gender-based violence (GBV) is one of the most serious and pervasive human rights violations that not only affects the safety and security of victims, but also limits their freedoms and prevents their full individual and societal development. All forms of GBV bring long-term suffering to the survivors and their families, including physical and psychological trauma. The project aims at strengthening the capacities of criminal justice practitioners to prevent and respond to gender- based violence, ultimately leading to increased public trust in their responses.

WAVE (Women Against Violence Europe) launched this project in collaboration with OSCE to improve the support to survivors of violence and civil society organizations (CSOs) in conflict and post-conflict areas. The Gender Issues Programme of the OSCE Office of the Secretary General conducted a comprehensive mapping of Women’s resource centres and other integrated service providers for survivors of gender-based violence (GBV) in Central Asia, the South Caucasus, Eastern Europe and Mongolia as part of the WIN Project. The mapping aimed to collect extensive information on existing services and mechanisms for direct assistance to and protection of survivors of GBV, to assess the main gaps and the need for capacity-building and knowledge-sharing in counteracting GBV, and to identify promising approaches and good practices across the OSCE region.
Cyber Incident Classification: A Report on Emerging Practices within the OSCE region

The report highlights emerging practices in national classification of cyber incidents by underlining commonalities in existing approaches to cyber incident classification among OSCE participating States and identifying limitations in this process. Although experiences in developing cyber incident classification systems are diverse across participating States, the knowledge derived from these processes could be used as a capacity-building tool to promote the use of national cyber incidents classification systems within the OSCE area and beyond.
