In the centre of the OSCE Mission in Kosovo mandate is the monitoring, promotion and protection of the human rights of diverse communities in Kosovo, of which language rights are an integral component. Equal use of official languages in Kosovo is a prerequisite for full and effective provision of services by the Kosovo Police to its own staff and to all individuals that interact with the KP. The OSCE Mission in Kosovo has continuously monitored and shared recommendations with the Kosovo Police on the use of the official languages in line with the legal framework in Kosovo and the relevant international human rights standards. The report, which analyses Kosovo Police language compliance in all eight police regions, acknowledges significant progress of the Kosovo Police achieved over the years and provides key conclusions and series of recommendations to the police, with the aim to ensure the protection of language rights for all communities. The OSCE Mission in Kosovo provides capacity-building for the Kosovo Police and community safety forums, along with monitoring and advocacy for the implementation of the Community Safety Strategy and Action Plan. To raise awareness about community safety forums, the Mission has prepared the new edition of a community safety brochure as a development tool. The new brochure comes with a new and illustrated content, stories on best practices and community project initiatives taken between 2013 and 2017, updated contact information, stats and motivating words from community safety stakeholders from all police regions. It aims to strengthen the police-public partnership in municipalities and raise awareness on community safety forums and community policing concept Kosovo-wide

This guidebook presents intelligence-led policing (ILP) as a modern and proactive law enforcement model, and a realistic alternative to traditionally reactive forms of policing for OSCE participating States. ILP, which has already been adopted in a number of countries in recent years with promising results, combines intelligence gathering, evaluation and analysis with informed decision-making procedures and mechanisms, thus providing more efficient and effective management of national law enforcement.

The OSCE Mission in Kosovo provides capacity-building for the Kosovo Police and community safety forums, along with monitoring and advocacy for the implementation of the Community Safety Strategy 2017-2021. Municipal Community Safety Councils (MCSCs) are essential consultative community policing mechanisms at the municipal level. Chaired by the mayor, with active participation of the police station commander, the MCSCs engage bi-monthly in their proactive advisory role, discussing security concerns and initiatives, while instilling pluralism in community safety provisioning and wide representation of communities' interest groups, women and civil society. The public awareness poster launched in December 2016 promotes the roles and mandates of common members of each MCSC throughout Kosovo, including the North where their establishment is expected in the nearest future.

From 17 to 20 November 2016, the OSCE Mission is supporting the Kosovo Police mark the World Day of Remembrance for Road Traffic Victims through a small-scale information campaign to raise awareness about traffic safety and invite the public to respect traffic rules. The campaign includes an information leaflet with main causers of traffic accidents and personal stories of people affected by them, as well as participation in various TV and radio debates on the topic.
