These guidelines are intended as a reference document for the OSCE Office for Democratic Institutions and Human Rights (ODIHR) to observe and assess the framework for and conduct of public security providers over the course of an election. They may also benefit other organizations engaged in election observation seeking guidance on how to assess these issues. In addition, these guidelines may serve as a reference for the authorities, including those who legislate on electoral security and for public security providers in the context of an election.

While the participation of persons with disabilities has already long been included in the general ODIHR election observation methodology, this handbook aims to establish a more systematic and comprehensive approach to this important topic. It provides information and a framework to assist ODIHR observers in assessing the participation of persons with disabilities, as part of the overall observation of an electoral process. The handbook may also be useful to a wider audience interested in the topic, including electoral management bodies, political parties, civil society organizations (CSOs) and international organizations. This resource has been developed on the basis of extra-budgetary contributions by OSCE participating States, as part of ODIHR’s continued efforts to improve its election observation methodology and to further increase the professionalism of those involved in the Office’s observation activities.

This handbook sets out ODIHR’s approach and practices in assisting participating States in the follow-up of electoral recommendations. While ODIHR has conducted follow-up activities for several years, this handbook aims to establish a more systematic approach that provides clarity and consistency and promotes greater attention to the implementation of recommendations. It has been developed on the basis of generous extra-budgetary contributions as part of ODIHR’s continued effort to improve its methodology and to increase professionalism in election observation activities. The handbook is primarily intended for actors in OSCE participating States addressing ODIHR’s electoral recommendations, but it will also be of use to those following up on recommendations outside the OSCE region.
