The Green Address Book is a user-friendly manual containing contacts of institutions holding information relevant for the environmental security of communities in Vojvodina when environmental rights are violated. This database contains phone and fax numbers, e-mail addresses and web sites of institutions responsible for environmental protection at municipal, provincial and national levels. The purpose of this guide is to raise public awareness of possibilities for their active engagement in resolving environmental concerns by addressing competent institutions.

The purpose of the Manual is to assist Aarhus Centre staff and Aarhus stakeholders to effectively integrate a gender perspective into their work. The Manual suggests concrete and practical entry points for integrating a gender perspective into activities related to all three pillars of the Aarhus Convention (access to information, public participation and access to justice), as well as in support of OSCE gender equality principles. These guidelines can be used to effectively promote gender equality in the environmental sector, assisting stakeholders to realize national and international commitments on gender equality and strengthen good governance overall. The OSCE Mission to Serbia supported translation of this Manual into Serbian and its printing.

The study aims to determine the efficiency of the enforcement of environmental penalty procedures and evaluate the environmental capacity building of the judiciary and environmental inspectorate that the Mission has supported from 2008 until 2011. The project was implemented by the Mission in partnership with the Association of Judges of Misdemeanour Courts and the Ministry of Environment, Mining and Spatial Planning’s Sector for Surveillance and Control.

With the aim of promoting the implementation of the Aarhus Convention principles, empowering the civil society and fostering the partnership between the civil sector and authorities, the OSCE Mission to Serbia supported the district Arhus Centre Kragujevac legal team in the development of model legal acts for local self-government units that enable sustainable public involvement in environmental decision-making processes at local level, more transparent access to environmental information and charge-free provision of legal assistance in environmental disputes. These model decisions aim at establishing “environmental councils” and introducing “green seats” in municipal assemblies, and “green line” and “green ombudsmen” within local administrations. The models were adopted by the Standing Conference of Towns and Municipalities and the Municipal Assembly of the City of Kragujevac at the end of 2010.
