Jointly commissioned by the ODIHR, UNICEF, and the UNHCHR, this report updates the previous reports of 2002 and 2003 by addressing the issue of prevention of trafficking in human beings.

Issued by the OSCE Mission to Serbia and Montenegro and the Victimology Society of Serbia.

The report follows nine months of observation of homicide, trafficking and armed robbery cases at the Tirana District Court and, after its establishment in January 2004, at the First Instance Court for Serious Crimes.

This handbook provides guidance on how to design and implement sustainable mechanisms and structures to combat human trafficking and support victims. It also provides guidance on how to monitor and build the capacity of such mechanisms and structures.

This publication is intended to give an insight into some examples of our work on the ground and the concepts and strategies behind it. It contains a diversity of feature stories, articles, case studies, interviews, and personal accounts from the field.

This reference guide aims to set up a framework for comprehensive anti-trafficking legislation in order to assist law makers and policy makers in the entire OSCE region in their efforts to adopt or review anti-trafficking legislation.
