Current practices and challenges of extractive industries

This paper provides a model for monitoring and evaluating of electronic services recommended to be used for assessment of the progress in e-Government development of Azerbaijan. Our proposal is based on data gathered in the Fact Finding Mission which took place in Baku on 12- to 14 November, and on international evaluation experience.

The OSCE Mission to Bosnia and Herzegovina encourages municipalities to form partnerships and regional networks to address issues of common concern, consolidate and improve good governance standards that have been achieved, and develop new approaches to current and future challenges in local governance. Inter-municipal learning and support was conceptually formalized as a means to encourage municipalities to identify and meet their own development needs. It is one of the seven main components of the Mission’s Local First initiative which was launched in 2009.

This report reviews the progress made by the Assembly of Kosovo in developing its relations with civil society. It analyses participation of civil society in the work of the Assembly in a comprehensive manner. It gathers best practices from parliaments in the Western Balkans region and the rest of Europe on three aspects of public participation: the provision by the legislature of actionable information to the public, the existence of institutional mechanisms for facilitating civil society participation, and the application of sound practices of public consultation. The report proceeds to assess the Assembly’s performance against these practices, acknowledging important achievements and identifying key challenges.

This report assesses the status of civil service reform in Kosovo by providing an overview of the secondary legislation; assessing the status of establishment of the implementing structures in the civil service, and the implementation of the legal provisions regarding the Independent Oversight Board for Civil Service of Kosovo.

This study provides an overview of the practical measures OSCE participating States can take to promote ethical behaviour among politicians.

This publication is the final product of the project “Promoting Transparency and Accountability in Public Institutions”, which was part of an OSCE multi-annual plan to support the implementation of the State Programme for Prevention and Repression of Corruption and Conflict of Interests 2011-2015.
