Legal framework in Kosovo provides equal opportunities for men and women in a wide range of property and housing related issues. In practice, challenges with implementing the laws and social norms that tend to favor men infringe upon women’s ability to equally enjoy their rights in this regard. This guide is designed for women who are interested in learning more about their own property and housing-related rights, and civil society organizations and municipal bodies to guide them in the provision of support and services to women on property and housing rights. It is also a tool aimed to inform both women and men on these issues and to provide a comprehensive mapping and contact details of main stakeholders at the municipal level where they can direct their questions and concerns.

The guidebook on anti-money laundering and countering the financing of terrorism (AML/CFT) developed jointly by experts from the OSCE and the Committee of Financial Monitoring of the Finance Ministry. The guidebook was prepared with the support of the OSCE Programme Office in Astana as a follow-up to its multi-year training activities aimed to build capacity for the banking and non-financial sectors which are subject to regular financial monitoring. The publication is integral part of project activities in the frames of cooperation between the State Commission for Prevention of Corruption (SCPC) and the OSCE Mission to Skopje in 2013 and 2014. It contains a total of five qualitative analysis conducted on the basis of National Integrity System (NIS) methodology of Transparency International, as well as three public opinion polls conducted by the Rating Agency to screen the citizens perception about the existence of corruption in selected sectors of the State Programme for Prevention and Repression of Corruption and Conflict of Interest 2011-2015.

The Analytical Report on the Implementation of the Decentralization Process is the result of a field research and desk analysis which were conducted by the Democratic Governance Unit of the OSCE Mission to Skopje during the period July 2012 and July 2013. It grounds its findings on a survey questionnaire (field research) in selected municipalities, a desk review completed on the basis of written materials collected at central government institutions, legal analysis and roundtable discussions with relevant stakeholders. The aim of the Report is to assess the progress made in decentralization process implementation in specific key reform areas related to the Ohrid Framework Agreement.

This Manual introduces members and staff of the Assembly of Kosovo committees to the new practice of conducting budget oversight. It provides guidance on how to prepare and conduct a committee oversight exercise on budget expenditure of line ministries. Following this introduction, chapter 2 introduces the budget cycle in Kosovo and describes the role of the AoK in this process. It proceeds to explain the rationale for functional committees engaging in budget oversight. Chapter 3 provides practical advice and step-by-step guidance through a budget oversight exercise. The manual was developed based on the successful budget oversight exercise by the Committee on Internal Affairs and Security of the Ministry of Interior and the Kosovo Police.
