This book by the OSCE Senior Police Adviser draws together the common basic principles and characteristics of community policing applied in the OSCE area and answers questions about what community policing is and what it is not.

The publication guides you through the process of creating highly interactive workshops, with special reference to the implementation in the changed circumstances of educational work. The central part of the guide is a description of techniques, games and exercises that allow for an extremely high level of active participation of students in their process of learning and strengthening skills. The guidebook is available in Serbian language.

The research focuses on examining the needs of schools in the changed circumstances of educational work, with a focus on the perspective of teachers, while the results were used to create practical tools to support their work and create recommendations for preventing risky behaviors during and after the COVID-19 pandemic. The research was conducted online among 916 teachers from 271 primary schools in Serbia. Based on the research results, recommendations were created to support teachers and schools in their work on the prevention of risky behaviors in COVID and post-COVID time. The publication is available in Serbian language.

In order for the Police Directorate to function properly and meet its task of serving citizens, it is necessary to first determine which patterns of police behavior citizens perceive as desirable and what they expect from police service. This report is a step forward in that direction.

This report provides a comprehensive overview of all police-related projects, activities and events, which draw on the combined strength of the OSCE’s Institutions and its network of field operations, often cutting across the OSCE’s three security dimensions.

This report examines police reform in Montenegro between 2011 and 2019, focused on progress made in good governance in policing. This is the fourth assessment of police reform conducted by the OSCE Mission to Montenegro. Previous reports can be found here: “Police Reform in Montenegro 2006-2011: Assess¬ment and Recommendations”; 2001 and 2006. The research for the report was conducted in late summer and autumn of 2019 and as such, does not include developments in 2020, marked by protests, the COVID-19 pandemic and the 2020 parliamentary elections which resulted in the first change of the governing majority in three decades. These events continue to have a strong impact on policing in Montenegro. The findings of the report are based on extensive desk research and interviews with 78 individuals from the Police Directorate and other Montenegrin authorities, as well as from civil society, media, and international organisations. The report notes significant developments in policing, identifies gaps and challenges and provides concrete recommendations for the Ministry of Interior, Police Directorate and other government institutions and the international community, which should form the basis for future constructive discussions.

The brochure is intended for all young people, both men and women, in order to bring them closer to the profession of police officer. In line with affirmative action measures to increase the number of women in the police, we would like to further encourage women to get informed and potentially interested in working in the police. The Mission conducted public Perception Survey of the Police on attitudes of Montenegrin citizens towards the work of Police Directorate in late November- early December 2020. The survey emphasis was on citizens view of the main threats to their personal safety, safety problems in their respective towns and national level, perception of the institutions and overall police reform. The aim was to provide data and analysis about the public perception of policing in Montenegro that could help to better identify areas for improving and shaping future actions to overcome spotted challenges.
