Acknowledging the fact that the Code of Journalists of Montenegro is the most important normative act of a professional media worker and that its observance is an unquestionable imperative, the OSCE working group, based on principles of the Code, prepared a Manual on effective media reporting during election campaigns. In response to the need for professional and responsible journalism in a particularly sensitive and important period for the democracy of a society- the election period, this Manual aims to offer the media community a comprehensive and systematic text about their possible professional challenges and how to address them during election campaigns. The OSCE Mission to Montenegro supported the development of the RTCG Digital Transformation Strategy 2023-2027, by engaging an external consultant Dragana Janinović. Radio and Television of Montenegro has successfully performed the role of the public service media of Montenegro for several decades, changing and evolving together with society. New ways of information exchange, technology, transfer and use of data, open up a completely new sphere of possibilities. The need for digital transformation of the Public Service is unquestionable and should be seen as an opportunity to redefine its role and the way it serves the citizens of Montenegro.

This research was conducted to determine how Montenegrin citizens perceive the transparency and openness of the State Prosecution Service, with a focus on the implementation of the Communication Strategy and action plans. In addition, the research included topics related to citizens’ perception of trust in the work of the State Prosecution Service in Montenegro, especially the Special State Prosecution Office, as well as the visibility and availability of information to all interested public about the work of the judicial institutions.

In order to provide support to the Agency for Electronic Media of Montenegro (AEM), the OSCE Mission to Montenegro commissioned and the DeFacto agency conducted a quantitative survey. The aim of the research is to examine media literacy among parents and children in Montenegro, how they choose media content and, in general, habits related to the adoption of information obtained from different sources.
