The concept of a gender-sensitive parliament rests on mainstreaming gender equality right across the work of a parliament, including in its representative, legislative and oversight functions. This tool shows how parliamentary bodies for gender equality are one of the key gender mainstreaming mechanisms available to national parliaments, and assesses their role and function within parliaments.

In 2024 the OSCE Mission in BiH supported four committees of both houses of the Parliament of Federation of BiH4 in holding three thematic sessions on domestic violence. This collaboration was the result of a need for an increased and strategic approach towards the gender-based violence issue that needed an urgent respond and long-standing co-operation between the Mission and the key stakeholders and decision-makers.

Women have significantly weaker political positions than men in terms of political engagement and influence in both wealthy countries and developing regions. Women from non-majority communities often experience dual discrimination based on both their gender and ethnicity. This disadvantaged position is similarly observed among women from non-majority communities in North Macedonia. This study aims to offer a comprehensive examination of the levels and circumstances surrounding the political participation of women from non-majority communities in North Macedonia, emphasizing the multifaceted inequalities faced by community women in their attempts to join political and public life. The study employs a blend of quantitative and qualitative research methods, encompassing primary data collection through a field survey involving 1002 respondents and six interviews and secondary data analysis. The report is available in English, Macedonian, Albanian, Bosnian, Romani, Serbian, Turkish and Vlach languages.
Navigating Networks: A Roadmap for the Creation and Operation of Women- led Peacebuilding Networks in Central Asia, Eastern Europe and the South Caucasus

To identify the status of women-led peacebuilding networks in the region, GNWP conducted sub-regional mappings and consulted a diverse group of women peacebuilders from Central Asia, Eastern Europe and the South Caucasus. According to these women, peacebuilding networks are crucial spaces for local peacebuilders to gain information, skills and resources as well as conduct advocacy; however, few such networks meet the needs of peacebuilders. The reasons for the inefficiency of these WPS networks vary, including inconsistent and insufficient funding, competition for resources among civil society organizations, political and security challenges, fragmented efforts by network members and barriers to intergenerational and inclusive participation. “Navigating Networks” was created in recognition of the importance of women’s peacebuilding networks in the path to inclusive and sustainable peace and the call from women peacebuilders in CAEESC to rectify persisting ineffectiveness of these networks. This publication was created with the support from the Organization for Security and Co-operation in Europe’s (OSCE) WIN – Women & Men Innovating & Networking for Gender Equality project.

This publication was prepared as part of the Organization for Security and Co-operation’s (OSCE) Gender Issues Programme project “WIN for Women and Men: Strengthening Comprehensive Security through Innovating and Networking for Gender Equality”, in co-operation with the United Nations Population Fund’s (UNFPA) Regional Office for Eastern Europe and Central Asia. This mapping is based on a combination of a desk review and interviews with key stakeholders in each of the five countries in Central Asia. The results of the mapping are presented first as regional trends and tendencies, followed by findings per country. Programs aimed at changing the violent behaviour of perpetrators are important elements in preventing gender-based violence and ending impunity. The aim of this document is to look into existing programs and trends and offer set of recommendations for further engagement in Central Asia.
