This factsheet explains the purpose of the special election assessment mission to the 2024 European Parliament Elections.

The mandate of the OSCE Presence in Albania is to promote democratization, the rule of law, and human rights as well as to consolidate democratic institutions in line with OSCE principles, standards and commitments.

As a public authority, the election administration should be representative of the wider society. Within its structure, there should be no disparity between men and women or a preponderance of one gender at any level, including in senior positions. The EMB has the greatest responsibility for ensuring the inclusive participation of eligible voters in elections.

With the support of the OSCE Mission to Montenegro, the Damar Agency conducted a public opinion survey aimed at examining public confidence in election administration bodies in Montenegro, with a focus on the State Election Commission (SEC). Almost all OSCE participating States use some form of Information and Communication Technologies (ICT) in their electoral processes. These technological developments inevitably bring certain benefits but also many challenges that were not common for traditional, paper-based elections.

Organizing elections and referenda is indisputably a challenging task. Bodies in charge of administering elections and referenda (EMBs) have the demanding function of ensuring that many complex election- and referenda-related processes are managed efficiently, impartially and transparently. The work of the EMBs has a direct impact on the quality and integrity of electoral and referendum processes and is one of the keys to ensuring the rights of voters and contestants. The EMBs are therefore one of the main guardians of democratic elections, and their activities are central to fostering public confidence.

Relations with key political actors of BiH are of vital importance for the successful implementation of the Mission’s political and programmatic objectives and as such, remain at the top of the Mission’s priorities. Through the Political Outreach and Elections Unit, the Mission is monitoring political and other relevant activities in Bosnia and Herzegovina and the region and assesses trends that might affect the political/security situation and its political impact on the Mission’s mandate implementation in Bosnia and Herzegovina.
