In line with one of its main tasks in 1999, the OSCE Mission in Kosovo (Mission) was mandated with training the new police service to uphold human rights and democratic policing principles. To do so, the Mission established the Kosovo Police Service School (KPSS) and took the lead in recruiting and training the officers of the newly created Kosovo Police Service (KPS), now Kosovo Police (KP). In 2006, the Kosovo Police Service School evolved into the Kosovo Centre for Public Safety Education and Development (KCPSED), and in 2011 into the Kosovo Academy for Public Safety (KAPS), whereby it became a centre for training of all public safety agencies operating in Kosovo: KP, Kosovo Correctional Service (KCS), Kosovo Probation Service (KPS), Customs, Emergency Management Agency (EMA) and Police Inspectorate of Kosovo (PIK). Today, KAPS is an accredited institution responsible for delivering basic, specialized, advanced and accredited bachelor programmes in security and public safety for all named institutions. This booklet presents the Mission’s contribution in the establishment, development through different phases, and the main achievements of the Academy. Findings from annual reports, assessments and internal reports, produced by local and international institutions/organizations, alongside open sources and institutional memory, were used during the development of this booklet.

Heritage Lab Rediscovering the Heritage of Letnicë/Letnica- Development Workshop Report

This report describes the results from a two-week Heritage Lab workshop on rural development held in Letnicë/Letnica in 2019, and outlines the process of creating a rural development plan from its early stage. Based on international experience and local knowledge, it offers an insight in the multifaceted aspects of rural development through the valorisation of cultural and natural heritage. The report also presents the key challenges that Letnicë/Letnica and the small Kosovo Croat community are facing, as well as the positive features and potential this multi-ethnic village has to contribute to its sustainable change. Based on the analysis of the local resources, the report offers broad recommendations for development which represent the four pillars of sustainable development: social, economic, environmental, and cultural. These recommendations should stimulate the elaboration of both a full rural development plan and an action plan to guide its implementation for Letnicë/Letnica and the communities that live there.

The Guidebook on Standards for Drafting Cultural Heritage Management Plans is an outcome of intensive co-operation of the OSCE Mission in Kosovo with international experts and local stakeholders in the field of cultural heritage. Management plans are key instruments for the proper management of heritage sites, for their protection, presentation and their sustainable development. The Guidebook aims to contribute to the understanding of how a management plan functions, the principles that need to be taken into consideration during the drafting process, and an overview of instruments for drafting such a plan. The Guidebook is addressed to all stakeholders involved in the management of a heritage site, including the general public, and aims to contribute to a sustainable, human-rights based and long-lasting protection of cultural heritage in Kosovo.

This report evaluates 20 years of functioning of property rights mass-claim mechanisms in Kosovo. The resolution of conflict-related property claims undoubtedly constitutes a key step towards protecting the rights of the affected communities in Kosovo. It also fosters return and encourages the overall reconciliation process and inter-community relations within the society. Therefore, the effective functioning of such mechanisms has a significant potential impact on the lives of thousands of displaced persons and refugees.
