This document is an overview of the application of national legislation in the area of countering hate speech. The study reflects general trends and focuses on the most prominent signs of hate speech. The document provides description of specific lawsuits related to manifestations of hate speech, examples of evaluations on controversial journalistic materials by media self-regulatory organizations and provides recommendations on effective response to instances of hate speech at the legislative level. The study was carried out within the Project "Supporting Conflict-Sensitive Journalism in Ukraine", implemented by the OSCE Project Co-ordinator in Ukraine. This document is a result of the research of the process of reforming municipal print media carried out in September-December 2017. The research aimed to determine the main trends of the reform, identify factors that hinder the reform’s implementation and execution of reform measures in the established period. The document will be useful to representatives of state authorities, non-governmental organizations and media that directly or indirectly conduct activities related to the reform of state and municipal print media. The study of the reform dynamics and the challenges faced by municipal print media undergoing the reform was carried out within the Project "Further Support of the State-Owned and Municipal Print Media Reform", implemented by the OSCE Project Co-ordinator Project in Ukraine.
