The publication “Twenty years of parliamentary gender equality mechanisms in Serbia” was developed in 2023 on the occasion of the 20-year anniversary of the establishment of the National Assembly (NA) Committee for Gender Equality, as well as the 20-year anniversary of the establishment of the gender equality mechanism in the Parliament of Vojvodina. It provides a detailed review of the status of the parliamentary gender equality mechanisms at national and provincial level, focusing on the role and effectiveness of the Committee for Gender Equality and includes recommendations for improvements of both mechanisms, such as measures to increase the representation and participation of women in parliament and its committees, and ways to enhance the effectiveness of the Committee. By highlighting the achievements and challenges of the mechanism, the publication serves as a valuable resource for members of the NA Committee for Human and Minority Rights and Gender Equality, but also all MPs, authorities at state and local level, civil sector, general public and researchers. Research Study Position of Women in Trade Unions in Serbia prepared by CSO Women Association FemPlatz, in 2020, with the OSCE Mission's support. According to the Research, there are still existent gaps in the living standards and in the well-being of men and women in Serbia. Gender inequalities at labor market exist in different important aspects, such as segregation in occupation and employment sectors, existence of glass ceilings, and, in addition, it shows, that, although women workers have played a key role during COVID-19 epidemic, they have been more exposed to economic consequences of the epidemic than men. Research also highlights the need to address serious representation gaps in trade unions, especially at leadership positions, as well as the need to review and adapt policies in order to genuinely serve men and women alike, underlining the fact that gender equality is an important union matter. It contains recommendations for a gender-responsive approach in economic area in order to avoid further reproducing or accentuating of economic and gender inequalities and in order to improve future approach in use of women’s resources.

The analysis focuses on assessing the state of women's entrepreneurship and women's economic empowerment based on OSCE commitment (Ministerial Council, 7 December 2011: DECISION No. 10/11 PROMOTING EQUAL OPPORTUNITY FOR WOMEN IN THE ECONOMIC SPHERE) and the results of previous OSCE research in this field as well as the results of the analysis of existing support to women entrepreneurs, mapping of new forms of cooperation and recommendations given.The analysis starts from the fact that micro, small and medium enterprises, including those owned by women, are of vital importance for the economic and social development and sustainability of Serbian society. The purpose of the report,commissioned by the OSCE Office for Democratic Institutions and Human Rights (ODIHR), was to identify patterns of structural, cultural and direct violence against women in politics, backed by personal experience of respondents, to analyze public and media discourse relating to women politicians and provide factual basis for further analyses and action in addressing violence against women in politics. The OSCE Mission to Serbia supported publishing of the report.
Sexual harassment in Serbia

The publication gives a comprehensive overview on the legal and strategic framework on sexual harassment in Serbia together with specific data on prevalence of sexual harassment deriving from the vast of data collected in the OSCE-Wide Survey on Well-being and Safety of Women in 2019. The analysis serves as a baseline for developing policy dialogue between civil society, academia and relevant state institutions on this serious topic that primarily affects working women. The position paper contains a set of recommendations for relevant stakeholders responsible to combat sexual harassment in Serbia.

Within the process of the OSCE Mission's support to implementation and institutionalization of gender equality policies at all levels of governance in Serbia, the OSCE Mission engaged prominent national experts in the field of linguistics and gender to prepare the “Guide on Use of Gender Sensitive Language in Public Administration” in 2019. The use of gender sensitive and non-discriminatory language in public administration powerfully reflects and influences attitudes, behaviors and perceptions of different social groups. This Guide is prepared as a “reader friendly” tool, offering all relevant recommendations and guidance to better use of gender fair and inclusive language. As such, the Guide should not constrain employees in public administration, including local self-governments, and impose on them a mandatory set of rules. Rather, it should encourage them to give due consideration to the issue of gender sensitivity and non-discrimination in their daily written and spoken communications. The publication is available in Serbian language only.
