The Mission conducted public Perception Survey of the Police on attitudes of Montenegrin citizens towards the work of Police Directorate in late November- early December 2020. The survey emphasis was on citizens view of the main threats to their personal safety, safety problems in their respective towns and national level, perception of the institutions and overall police reform. The aim was to provide data and analysis about the public perception of policing in Montenegro that could help to better identify areas for improving and shaping future actions to overcome spotted challenges.

Since 2017, the OSCE Mission to Serbia through the DemSec project has been supporting the Public Policy Research Centre in launching annual competition for the best human security essays for students from Belgrade University. Given the global impact of Covid-19 on all aspects of social life, this year’s Call for Papers focused on the effects of the pandemic on human security and the threat posed by the virus on individuals in a variety of fields. All three papers chosen this year were written by women and all three examine Covid-19 as a global phenomenon and a threat to security. This publication is available in Serbian and in English.

In line with one of its main tasks in 1999, the OSCE Mission in Kosovo (Mission) was mandated with training the new police service to uphold human rights and democratic policing principles. To do so, the Mission established the Kosovo Police Service School (KPSS) and took the lead in recruiting and training the officers of the newly created Kosovo Police Service (KPS), now Kosovo Police (KP). In 2006, the Kosovo Police Service School evolved into the Kosovo Centre for Public Safety Education and Development (KCPSED), and in 2011 into the Kosovo Academy for Public Safety (KAPS), whereby it became a centre for training of all public safety agencies operating in Kosovo: KP, Kosovo Correctional Service (KCS), Kosovo Probation Service (KPS), Customs, Emergency Management Agency (EMA) and Police Inspectorate of Kosovo (PIK). Today, KAPS is an accredited institution responsible for delivering basic, specialized, advanced and accredited bachelor programmes in security and public safety for all named institutions. This booklet presents the Mission’s contribution in the establishment, development through different phases, and the main achievements of the Academy. Findings from annual reports, assessments and internal reports, produced by local and international institutions/organizations, alongside open sources and institutional memory, were used during the development of this booklet.

The educational package before you builds upon lessons learned and insights gathered through the wider consultative process and initiatives implemented, aiming to offer possible practical steps toward a more inclusive youth policy and to promote the common values of the main youth policy actors in Serbia. It consists of three parts: the first chapter deals with the general legal and regulatory framework of the Republic of Serbia in terms of anti-discrimination; the second chapter gives a closer look at the standards in this context that exist within the scope of youth policy, focusing on the practices of the three pillars of youth policy; the third chapter offers practical approaches and examples of good practice for inclusion of young people from vulnerable groups.
