Civil society plays a vital role in addressing hate crimes, as they are often the first point of contact for victims, who may be reluctant to turn to local authorities. This is why ODIHR works hard to strengthen knowledge of the issues surrounding hate crime, to ensure that civil society can help in the most effective way.
