The cyber domain leaves much room for speculation, doubt, and ambiguity, meaning an easy misperception could quickly escalate into a crisis, both online and offline. The OSCE has been at the forefront of developing a landmark series of confidence-building measures for its participating States to dispel this threat of miscalculation.
